Changlang, Oct 17: District Level Training-cum-Workshop on “Socio Economic and Caste Census 2011” in Changlang district was held at DIET Auditorium Changlang on Oct 14-15.
In his key note address, M.C. Roy, ADC-Cum-Additional Principal Socio Economic Caste Census Officer (APSECCO) said, it would be first of its type in the state. The SECC would be conducted in rural and urban areas and there would be door to door data gathering on Socio Economic status of the people to know the ground reality.
He asked block SECC Officer, enumerators and supervisors to carry out works with dedication to bring out actual members of poor people. He also informed that, the national programme is being carried out with financial and technical support of the Govt. of India to complete the entire process by 31st December 2011.
Manik Bui, Project Director, DRDA-cum-Nodal Officer for SECC in rural area said, the SECC is a challenging task and the entire process would be carried out in close coordination and cooperation jointly by DRDA and Urban Development Department. He also informed that Govt. of India formulated and resolved that, there should be SECC instead of separate BPL survey. The reports would be uploaded in web site.

The Urban Programme Officer-cum-Nodal Officer SECC in urban area, Tadar Tarang, said the training-cum-workshop on SECC is being conducted to build confidence and equip themselves mentally before proceeding in the field.
Among others, M. Roy, ADC, Jairampur, asked for household list of last census held and advised the participants to avail maximum benefit out of Workshop-cum-Training to carry out SECC duty efficiently.
P.K. Panda, K.P. Singh and A.S. Pradhan are Master Trainer & Facilitators (MTF) and explained the detail methodology of Socio - Economic and Caste Census.

CHANGLANG, Aug 17: Parliamentary Secretary Thinghap Taiju stressed on extracurricular activities in schools for mental and physical development of students.
Attending the school management committee meeting of Government Higher Scondary School, Changlang yesterday, Taiju said that the students should be encouraged to take part in NCC, Scouts and Guides and other extracurricular activities to keep them physically and mentally fit and also for their personality development.
He emphasized on creating an atmosphere in schools that is conducive for teaching and learning acknowledging the shortage of school infrastructure and teaching staffs in all 47 schools of his Assembly Constituency. He informed that during last financial year laid emphasized on the road sector, now his attention is on infrastructural development. Seeing the growing numbers of students in Govt. H.S School, Changlang, he assured to take up the matter with the concerned authorities to upgrade the PWD Colony Middle School to Secondary School in order to reduce some burden from Govt.H.S School, Changlang. Taiju said that he would take up with the DC for early release of fund, sum of Rs twenty lakhs announced by MP Ninong Ering, for constructions of a Auditorium for Govt. Hr, Sec, School, Changlang. Additional fund, if required, could be managed from DoTC and any other source, he said.
P. Khimhun, Parliamentary Secretary, Mineral and Mines, advised the SMC to work in close coordination with teachers, student and parents. He advised SMC that any problem of school should be solved within the school premises. Strict discipline should be maintained to keep the reputation of the school intact, he said and advised the teaching staff discharge their duties properly and sincerely.
Deputy Commissioner cum chairman SMC Opak Gao disclosed that to run a School is more difficult than to run civil administration. Keeping in view the overgrowing population in Changlang and tremendous pressures for admission of children in school, the basic requirements of the schools have already been furnished before the Director of School Education and minister concerned for consideration. He asked DDSE, Changlangto to carefully examine the genuineness on transfer and posting of teachers before sending files to him for approval.
Tengam Ngemu, former minister advised to hold SMC meeting periodically to review the progress and also discuss the problems of school. He asked teachers to inculcate discipline first and keep students busy in creative activities so that they do not get enough time in unproductive activities.
DDSE Nolom Yirang, informed that the proposal under Rasstriya Madhyamik Abhiyan (RMA) have been sent for up gradation of school to cater to the local needs. He appealed parents and public not to misunderstand and interfere in school administration for greater interest of students.
T.N Mossang, principal cum secretary SMC, highlighted the various problems of the school and also informed the academic achievements of last year. Physical developmental achievements like construction of school compound wall involving Rs.5 lakh were also informed in the meeting.
Changlang, August 15: 65th Independence Day celebrated with patriotic zeal and gaiety at the general ground of Changlang. While addressing to the public, Thinghap Taiju, Parliamentary Secretary IPR, Printing, Tax & Excise said, “the day reminds us of the struggles of the freedom fighters whose efforts and sacrifices resulted into our freedom from the slavery of the British Colonial rule and a dignified life.” He also appealed all to pay tribute to those martyrs and remember their sacrifices for the cause of the nation. It is also a day of introspection for all of us to realize the dream of Mahatma Gandhi, where the poorest of the poor feels that this is their nation.

Touching to the developmental aspects, he narrated that Arunachal Pradesh is witnessing unprecedented growth in various sectors under the able and dynamic leadership of Jarbom Gamlin and guidance of UPA Chairperson Sonia Gandhi and Prime Minister Dr. Monmohan Singh, which committed to provide a transparent, efficient and corruption free government to the people. He further informed that the first battalion of Arunachal Pradesh Scouts has been raised by the Government and has taken up a case of three more battalions, which will pay rich dividend in effecting management of international Border. The Central Government sanctioned one Battalion of Civil Police for Changlang and Tirap districts. Moreover, some new police stations and up gradation of present police stations of the both district have been sanctioned for better security of the people.
He also highlighted on the achievements made by various developmental departments during 2010-2011 and Target for the Year 2011-2012 of the Changlang district, like PHE, PWD, Medical, Electrical, Education, RWD, ICDS, Agriculture, Horticulture, Animal Husbandry and Veterinary, Industries and DRDA. He further informed that construction of Football Stadium at Changlang is underway and expected to be completed in next financial year. The infrastructure development of Namtok EAC HQ and Yatdam Circle HQ has been taken up. He also inform that he is planning to taken up infrastructural development in all Primary, Middle and Secondary Schools of his constituency and many schemes have been initiated to improve Changlang township area and village area for the interest of the district. He appreciated to the dedicated officers and staffs of the district like Central Government personnel, Military and Para-Military Forces for the services being rendered in the remote district. He thanked Gaon Burahs, Youths, Panchayat Members and Public Leaders and general public for their contribution in the development and maintenance of law and order in the district, and also asked to extend help and cooperation with the district administration and police department for peace, progress and prosperities.
Changlang, August 15: Independence Day was celebrated at Holy Rosary School, Changlang along with entire nation with patriotic pomp and gaiety. The Chief Guest, the Commanding Officer Col. L.K Bhardwaj of 4th Assam Rifles hoisted the National Flag at 7.30 am in the School Campus. The Staffs and students of the School enthusiastically participated in the Independence Day Celebration. The school children displayed colourful dances and sung patriotic songs which enriched the day.

Colonel Bhardwaj, in his message reminded the students to remember our ancestors who fought against the British and brought our Independence. We too must do something for our nation in our life-time as our freedom fighters did, he reminded. The children too promised that they will work for a peaceful and progressible nation.
Later, the Principal of the school thanked the Colonel Bhardwaj for his gracious presence, and the staffs and children for enthusiastically participating in the occation and for their colourful performance. Later on, the children also participated in the general ground, where the entire district is celebrating the Independence Day programme.
Changlang, August 10: 3rd Changlang Zilla Parishad Meeting was held yesterday at Government Higher Seconday School Auditorium, Nampong. Meeting presided over by Smti Junpo Taikam Jugli, Chairperson, Changlang Zilla Parishad.
While addressing the house, she stressed on rural schemes/proposals should be finalized in consultation with the grass root level workers from the Gram Sabha to Anchal Samity and Zilla Parshad for inclusion in AAP/AoP. It should be taken into consideration on economically viable for upliftment economic status of the rural poor people.
Jugli, emphasized on good quality of seeds for the rural farmers, asked officers of the Agriculture and Horticulture to provide high yielding variety seeds for bumper harvest. The farmers should be made aware on the modern technology to improve Agri-Horti productivity. She sternly cautioned, to the officers, as all ZP members Uni-Vocally expressed their sentiments, related to implementation of developmental schemes without consultation with PR members, now onward, it will not be tolerated to their style of functioning, particularly under SSA.
The Member Secretary, ZP, Changlang, MC Roy, Additional Deputy Commissioner, dwelt in length in length on devolution power and functions to the Panchayat Raj Institution (PRI) as per the 73rd amendment of the constitution to channelize in letter and spirit with proper instruction for functioning of the PR Institution. He said the PRI bodies to be empowered to carryout developmental activities at grass root level and update rural people socially and financially by providing them with employment.
Roy said the rural people should be made aware on safe drinking water and sanitation along with developmental activities to improve the general health. He expressed the difficulties faced while running the District Panchayat Development Office (DPDO). Informed meagre 7.5 lacs annual fund allocation not sufficient to meet the requirements including manpower. Touching to the public demands and delimitation of Miao-Kharsang Anchal Samity, to create a new Miao-Vijoynagar Zilla Parishad Segment and to exclude Miao-Singpho village from urban status. He asked to pass it in ZP resolution and submit to the Deputy Commissioner for onward forward to the government for approval/sanction.
Izmir Tikhak, Former ZP Chairperson, attended as special guest, by virtue of his past experience advised and suggested that the grass root level workers they know well the rural problems, they should be careful while preparing schemes for inclusion in AAP/AoP the required and necessary schemes should be selected to achieve the desired target. He further said, Changlang and Tirap district facing gravous situation from all angles, due to lack of speedy disposal of petty cases that arises in the society. The local people tend to go for justice to the third party. So, he appealed to the Administrative Officers and Magistrates to deliver justice immediately to prevent them going to the third party and careful while issuing ST/PRC certificate, advice police personnel to be more pro active while dealing with law and order and other social menace like drug and opium addict of this district.
All ZP Members and Anchal Chairpersons took part in the discussion and expressed deep concerned with the absentee officers, asked for explanation and appropriate action that may lead up to suspension. The ADC Jairampur, M. Roy, ADC, Miao, Heads of offices HoDs spoke and submitted schemes for inclusion in AAP/AoP for 2011-2012.
CHANGLANG, Aug 1: Peace is paramount for social and communal harmony and overall development, said Home Minister Takar Marde.
There would be no compromise or laxity while maintaining and dealing with the law and order, the Home Minister said while addressing a meeting at the District Institute of Education and Training (DIET) Auditorium Changlang on July 30 last.
Sending a strong message to the ‘misguided’ youths of Tirap and Changlang to come back to the mainstream to lead a decent social life, Marde informed that 1,480 post of civil police is being created, exclusively for Changlang and Tirap district to absorb eligible local youths.
The recruitment to be conducted shortly in various categories of posts, including Sub-Inspectors, Constables, Head Constables in Telecommunication, Driver, Cook, Sweeper, Water Carrier, Cobbler out of which 140 posts are kept for ladies. While 74 post to be filled on companionate ground 96 post are for re-employment of ex-servicemen and 43 post for sportsman, the Home Minister said.
He asked youths to come forward and prepare themselves for screening and physical fitness test.
The educational qualification is also relaxed from Class-X passed to Class-XIII passed, he said and appealed to all to spread the message in every nook and corner of the two districts to avail the opportunity.
During NEFA period, there was only one Buniyadhi Shiksha Bhavan (BSB) at Changlang for entire Arunachal Pradesh where teachers were trained. Now its is converted as DIET, he informed and urged everyone to contribute in restoring the past glory of Changlang.
“The district, one of the richest districts in Arunachal Pradesh, is endowed with rich natural resources like oil, coal, minerals and tea etc.”
While replying to an eight-point public demand like construction of link road from Phangtip village to Changra-Phungsa, RCC Bridge over River Tirap at PWD Complex, RCC Bridge over Tirap River to connect Kengkhu Rangfra College and village of Changlang South, rehabilitation of surrendered underground youths, relaxation of education qualification in civil police recruitment, improvement of existing helipad of Changlang, internal township road widening and decentralization of centrally sponsored funds, he assured to look into the demands. He said that he would also submit a copy of his tour diary to the chief minister and ministers concerned for consideration.
Setong Sena, Minister for Power, Forest and Environment, gave priority on security of the people, eradication of opium addiction and education for children. He said that the prevailing insurgency problem in Tirap and Changlang districts has seriously affected in socio-economic front. He, however, appreciated the officers and officials posted in the two district for discharging duties with full dedication and sincerity for socio-economic development of the people in spite of all odds.
The IPR and Tax and Excise Parliamentary Secretary, T. Taiju, informed that 50 percent the people of Changlang are dependent on wet rice cultivation while another 50 percent on Jhum cultivation. He said that poverty and other social and political problems has aggravated the situation in Changlang making the day to day life common people harder. It would be difficult to get rid of such problem under the prevailing situation, he opined.
Phosum Khimhun, MLA and Parliamentary Secretary Mineral and Mines, thanked the Home Minister for his visit to know the ground reality and prevailing law and order problems of the Changlang and Tirap district.
He said that creation of the 1480 post in civil police in various category would go a long way in solving the unemployment problem. He appealed to the GBs and PRIs member to cooperate with the administration and various developmental agencies for rapid development of the area.
Earlier, on his arrival, Marde inaugurated the District Sub-Jail Building at Nadipar Changlang. He visited police station and SP office, had a Sampark Sabha with officers and Jawan.
SP Tumme Amo informed the HM in detail through power point presentation on police administration, matter related to crime, UGS/insurgency, law and order, deployment of security forces and performance of Changlang police during the last one year.
The DIGP(ER) said that, the PHQ is fully concerned about the prevailing situation in the district and would take all necessary steps to solve problems.
Meanwhile, the Home Minister assured Changlang police to take up its various grievances and problems with Government for early redressal. He said that the problem of man power will be solved soon. Top priority would be given on modernization of police, vehicle, equipment and promotion policy, the HM said and asked them to maintain discipline and earn public faith by dicharging duties properly.
The Home Minister also visited the Khimyang circle, the most interior bordering Myanmar.
While addressing the public, he regretted that no GB or any other public had come forward to express their problems, particularly on UG/Insurgency related matters during his tour of Tirap and Changlang. Instead, people are submitting memorandums on developmental expects,” he said.
He, however, informed that a police station would be established at Khimyang shortly with strength of 125 police personnel with full infrastructures to deal with the law and order problems.
He warned UG/Insurgency groups to refrain from threat and extortion. They should remain within their jurisdiction and must not disturb the peace loving people, he said.
Responding to a three-point public memorandum demanding compensation to the land donors and affected persons for establishing of CRPF, HQ and civil police station, regularization of Khimyang CD Block to permanent CD Block and special fund package under the Border Area Development Programme, Marde assured that the matter would be taken up with the authorities concerned after consultation with the local MLA.
Local MLA Phosum Khimhun advised local people to go for commercial cash crops, like large cardamom, ginger and orange etc. He informed that 99 percent of the people are dependent on Jhum Cultivation. He also spoke about BADP fund to undertake developmental activities at Khimyang Circle.
HGS Phaliwal, DIGP(ER) said that with the approved of a full fledged police station at Khimyang, a long-felt need of the people has been fulfilled. He said that he would make periodical visit the area to ensure timely completion of infrastructure and to induce feeling of security and stop extortions.
Changlang deputy commissioner Opak Gao discouraged the local people on opium cultivation and said that the district administration would not be hesitate to destroy opium field if it is found. Describing the ill effects of opium addiction, the DC urged people to desist themselves from taking opium.
He also asked officers and officials to remain in their place of posting to serve the people. He informed in spite of hike in porter carriage rate to Rs. 250 for hard area and Rs. 200 for low line area there still very difficult to find porters. He appealed to the GBs, PRI members and public help arrange porter as and when it is required by central para military forces and other Govt. agencies.
