Changlang, July 20: District Health Society, Changlang under active participation of DMO, Changlang Dr Pramathesh De and DRCHO Dr P Dutta concluded 7 days RCH outreached camp through School Health Programme at various difficult and remote areas in the district.
During the camps, total of 792 patients were provided free treatment with distribution of free medicines in the schools namely, KGBV Longlung, Govt Middle school saching,Govt middle school Bubang, Govt Mimmdl School, Hadap, Govt Sec School Kongsa, Govt Middle school Yangkang, and Govt middle school Phangtip.
Anti natal check up were also provided to pregnant mothers and 185 Children with age in between 10-12 years were given TT injection. 151 blood slides for malaria were collected during the camp where some of the positive cases have also been detected.
Group meeting amongst the public and students through involving PRI, public leaders, teachers, Govt Officials etc was also organized to create awareness on maternal & Child Health, Family planning, TB, malaria, HIV/AIDS and other health related diseases including discussion on situation on sanitation and cleanliness drive.
Advocacy Programme/counseling on Adolescent Reproductive and sexual health were taken up amongst the students of different schools.
Medical Officers Dr Minsing Ngemu, Dr Tape Kaye and Dr K Mossang from district hospital; Changlang rendered their sincere efforts providing a platform for the villagers and students of remote areas to avail maximum benefit from the camp.

Changlang, July 12: 30 days Induction Level Training Programme under Central Sponsored Scheme for newly recruited teachers of Changlang district was inaugurated here at DIET, Changlang, today.
During the course of training, trainees will be provided with an over view of National Curriculum Framework-2005 with special emphasis on the recent pedagogical practices. They will be equipped with relevant approaches and methods of teaching different school subjects and will be made aware of activity based learning and experiential learning. The trainees will also be helped to develop skill of preparing TLMs in local situation and will be made acquainted with skills of evaluation.
Shri L Borang, incharge Deputy Commissioner, Changlang who was Chief Guest of the occasion while expressing teachers’ part as significant in shaping the future of children exhorted them to perform their noble service with utmost sincerity and dedication. He hoped such trainings would help teachers to develop their skills with latest techniques and methods of teaching thereby helping them to bring in a better future for the children.
Earlier, Principal DIET, Changlang Shri S C Karmakar in his welcome speech declared the training as vital for the teachers and exhorted to be attentive and gain optimum benefit from the training. He hoped the training would benefit the teachers enabling them to introduce a better system of education in schools.
Snri S Ronrang, incharge DDSE while remarking the roles and responsible of teachers as very sensitive urged them to give their best to nurture the future of children.

The training, attended by total number of 40 trainees from different schools in the district, will be imparted by the faculty of DIET, Changlang as resource persons which include Shri S K Dey, Shri S Pradhan, Shri V K Karn, Shri R P Ojha, Shri M Bora, Smti C Lowang all lecturers.
Changlang, July 07 : 25 Assam Rifles under 25 Sector Assam Rifles, the Dah Division once again achieved a major break-through in countering insurgency in Changlang District on July 05, 2010 a hardcore active terrorist of NSCN(K) was apprehended.
Intelligence inputs in recent past were indicating that NSCN(K) terrorists were trying to increase their influence in Changlang district by intensifying recruitment activities in the district. Acting on an intelligence tip off regarding presence of a NSCN(K) terrorist in general area Rangfarah Degree College and moving towards Changlang town, troops of the Battalion establish a mobile check post and intercepted the suspect who was identified as Rowro Taidong alias Waro Taidong, Son of Mongkhok Taidong residence of village Chokdok, Changlang District.

On interrogation the suspect revealed that he is a hardcore active terrorist of banned NSCN(K) outfit and was actively involved in instigating villagers especially youths of Changlang District to join NSCN(K). Also the suspect is confirmed black listed hardcore active terrorist of banned NSCN(K) outfit in the records of both by Security Forces as well as Arunachal Pradesh State Police.
The apprehended terrorist have been handed over to Changlang Police Station for further necessary action.
Changlang, July 6: Acting on an intelligence tip off from a reliable source regarding presence of NSCN(K) outfits in village Magatong, 25 Assam Rifles column ex-Khimyong under 25 Sector, DAH Division conducted a surgical cordon operations on July 4, 2010 and apprehended two suspects from the village.
These suspects have been identified as Mr Hotu Sayung, S/o Late Wimhom and Mr Phosam Sayung, S/o Late Wimhom residence of Village Old Magantong, Changlang District, Arunachal Pradesh.
On initial interrogation, however, they were established to be NSCN(K) Linkmen.
What more came to light during interrogation was that both the suspects were also involved in sabotage of Government property wherein they had damaged the government Aganwadi and Bus Stop buildings and stolen the properties for their personal use, such as CGI sheets etc. Further Mr Hotu Sayung was also involved in poaching activities.
Both the suspects have confessed to their crimes to the Security Forces and the villagers too have substantiated the evidence of their involvement. The suspects have been handed over to Changlang Police Station for further interrogation along with recoveries that include a SBML Gun from Mr Hotu Sayung.
The arrests of these two suspects have renewed the faith of the people in the Security Forces in the district.
CHANGLANG, July 5: The Apatani community of Changlang celebrated the Dree festival with traditional gaiety and flavour here today. Highlight of the auspicious occasion was the presentation of colourful and entertaining Apatani songs and dances like the 'Daminda' dance by one and all, extempore speech in Apatani language by youths and senior members at the festival venue. In spite of rain every one actively took part in it and had an opportunity to have a glimpse into the cultural life of the Apatani community.

Radhe Hinda, DIO, Changlang informed that the extempore speech in Apatani was conducted to boost the language and to highlight every Apatani that the language is in verge of extinction in next generations which is serious concern for every Apatani and urgent need of its preservation and protection.
Dwelling on the mythology of the festival, Radhe Hinda, said, the Dree is one of the major agricultural festivals of Apatani community and is celebrated on 5th July every year. Apatanis are ardent agriculturist and the origin of the Dree is directly related to the origin of paddy seeds and agricultural practices of Apatani. The wetland agricultural practice of Apatani is unique not only in Arunachal Pradesh but also throughout the Globe.
Originally, the Dree was a simple performance of few rituals by Ancestors of Apatani to invoke the Dree gods and goddesses for bumper returns of harvested crops and to help protect the paddy plants from harmful effects of insects, pests and diseases.
Today, Hinda added, the community, wherever they are, they celebrate the festival as a mark of unifying and wellbeing of the community. He also informed that, the common celebration of the festival was held for the first time on 5th July 1967 at Nenchanlya field in Ziro and the practice is followed till date.
Earlier, welcoming the guests and invitees to the celebration, the chairman of the organizing committee, Punyo Tangu, AE(RWD), Changlang informed that as part of the celebration here, a football tournament, a volleyball tournament, tug of war competitions for men and women and handball for ladies were conducted.
Organizing Secretary Takhe Chada, JE(PHED), Changlang, later gave vote of thanks on the occasion, expressed gratitude to all for their contributions and gracious presence in the celebration.
Later, the Chief Patron Kime Aya, SP, Changlang distributed cash awards and certificates to the winners of the competitions organized to commemorate the festival, which was followed by a community feast.
Changlang, June 28: District level Vigilance & monitoring Committee Meeting, DRDA was held here at Changlang today under the Chairmanship of Shri Ninong Ering, Hon’ble Member of Parliament, Arunachal East Parliamentary constituency.
The MP Shri Ering urged the Officers and Public leaders present in the meeting to ensure proper implementation of the centrally sponsored schemes. He appealed the public leaders and executing departments to make sure that constitutional pledge is fulfilled in its letter and spirit, and equal justice is made available to the poor and the downtrodden of the society.
The MP asked the entire executing department to follow the guidelines provided by the central government strictly, to avoid inviting to future complicacies.
“Let us compete with the other states and with this spirit let us work for the development of the district and state as a whole” said Shri Ering while stressing on need of co-operation and unity among the executing department and the general public.
The MP was provided with the detailed information on NREGA, SGSY, IAY and MNREGA, the financial and physical Achievements for the year upto 31st May 2010 by the Project Director, Changlang Shri T Bage.
He was briefed upon the status of PMGSY schemes, phase wise, by the Executive Engineer, RWD Er. T Loriak and on TSC and Rural Water Supply by EE, PHED, Er J G Baghat.
Deputy Director, ICDS Smti L K Singpho gave detailed information on old age pension to the MP. She also request the MP to increase the number of beneficiaries under this scheme.
Earlier, the Changlang Deputy Commissioner - cum - Member Secretary, DRDA Shri Opak Gao while speaking on key notes address of the meeting informed the house that proper monitoring is essential to ensure the right implementation of the schemes as per the guidelines provided by the central government. He informed the house that government of India, every year, releases fund as assistance for development of rural areas. This assistance will not be released from the center without the recommendation of the vigilance and Monitoring Committee, he informed.
Changlang (North) MLA-cum-Parliamentary Secretary, IPR & Printing Shri Thinghaap Taiju while speaking on the occasion appealed to all the Heads of Offices to stay back in their offices specially during the formation of AOP and submit all the Schemes and Proposals timely to get sanctioned from the government and requirements of the developmental activities in the district is fulfilled.
Shri Taiju also appealed the PRI members to hold their meetings as per specified in Arunachal Pradesh Panchayat Rules and Regulations so that Schemes and developmental programmes are chosen on need basis provided by the PRI leaders.
Other members present in the meeting included Ex. Minister Shri T Ngemu, Zilla Chairperson Smti Junpo Taikam Jugli, ZPM Changlang (N) Smti Marina Kenglang, ASM Chairpersons, ASMs and All BDOs of Changlang District.
Changlang, June 18: Shri Opak Gao joined as the new Deputy Commissioner of Changlang. In a co-ordination meeting held today he took the first hand information of Law and orders situation from the concerned outpost Administrative Officers in their respective areas.
He discussed status of NREGA implementation, Serva Shiksha Abhiyan, functioning of PDS and other development works undergoing under different works departments in the district.
The Deputy Commissioner was also briefed upon the Chakma issues and its status by the Administrative Officers.
The meeting was attended by the ADCs, SDOs, EACs and Cos of Administrative outpost and Headquarter Changlang.
Changlang, June 17: Based on an intelligence input received, a search operation was launched by 25 ASSAM RIFLES under DAH Division on 15 Jun 2010. During the check of vehicles on Changlang - Margherita road at approximately 3.30 pm, a Bolero vehicle was stopped and checked. On through search of the vehicle, Rupees 8,00,000 (Rupees Eight Lack) was found hidden inside the door panel of the vehicle.

The two persons traveling in the vehicle namely Pranjal Sinha & Birendra Mahto were apprehended.
On interrogation, the individuals confessed that the money was to be delivered to representative of unknown terrorist group in Changlang as extortion money. Based on the information provided by these apprehended persons, more search operations were swiftly launched in Changlang Town. One more individual identified as Mr Bikash Paul, was found with some incriminating documents. He is suspected to be a linkman of a terrorist outfit. All these suspects have been handed over by Assam Rifles to Changlang Police Station for further investigation.
This seizure of extortion money has led to a major break through achieved by Security Forces under the Dah Division in countering extortion racket of terrorists in Changlang district in recent past.
Changlang, June 14: New Deputy Commissioner of Changlang Shri Opak Gao, APCS has formally taken charge as Deputy Commissioner of Changlang district. Previously, he was serving as Managing Director, Arunachal Pradesh State Transport Service at Itanagar.
Former Deputy Commissioner Dr. S.B Deepak Kumar was transferred from Changlang to Itanagar as Director, Food and Civil Supply.
Changlang, June 2: A brief yet special farewell tea session was held today in the Circuit House, Changlang in honour of Dr. S.B Deepak Kumar, the outgoing Deputy Commissioner of Changlang district. In third quarter of 2007, he joined here as Additional Deputy Commissioner as first posting as civil service officer after completing his probation.
During his short term as the Deputy Commissioner of the Changlang district for a period of one and a half year, Dr. Kumar had initiated number of infrastuctural developments in the district and strickly channelised and monitored the utelization of the funds by the work departments.
Changlang, May 8: The Health and Family welfare minister, Government of Arunachal Pradesh Shri Tanga Byaling is with all effort to bring homogeneity in posting of Medical officers and other staff in hospitals throughout the state. He said that the surplus posted Medical Officers and staff will be withdrawn and posted at the needy places.
Shri Byaling who is also minister Food & Civil Supply, Consumer Affair, LM & Co-operation revealed this while attending an inaugural function of newly constructed double storey building at District Hospital Changlang, under NRHM funding at the total expenditure of Rs. 60 lakhs.
The Minister while appreciating the work quality of the newly constructed building exhorted all and sundry to co-operate the department for maintenance of the asset.
He urged the Officers and staff of Health Department, Changlang to render their service with utmost sincerity. He said that service is more important to infrastructure. Presenting his concern over the possible outbreak of vector borne diseases he stressed on regular touring of the medical team to remote and vulnerable areas of the district.

Earlier, Changlang Deputy Commissioner, Dr S B Deepak Kumar, IAS while putting into words the need of health care to people of the district appealed the minister for posting of a doctor each at Vijanagar sub-centre, Kharsang and Namtok Primary health centre. He also requested the minister for timely release of the fund under District Health Society for timely completion of the projects.
ZPM Changlang(S) Shri John Jugli and ZPM Changlang(N) Ms. Marina Kenglang submitted a 5 point memorandum to the minister on behalf of the people of the two constituencies.

Changlang, May 6, 2010: The VAHAN Software project, meant for the computerization of the Vehicle Registration has been formally launched by the Deputy Commissioner, Changlang District Dr. S.B Deepak Kumar, IAS, today.
Due to renovation of DC office, Changlang, the Vahan software will be temporarily run from Video conferencing room until completion of the renovation and allotment of DTO office room for computerization.
The first ever ‘Registration Certificate cards’ generated by the Vahan software here were presented to Mrs. Yape Ngemu and Mr. Monsam Jugli respectively by DC, Changlang.

DC told the gathering that Vahan software will help in maintaining of vehicles data paperlessly and will expedite the office works more quickly and hassle-free issuance of RC (Registration Certificate) books, collecting road tax, issue of fitness certificate, monitoring vehicle records and tax defaulters more easily. He advised DTO Shri M. Roy, SDO(Transport), to make this project work towards achieving e-governance.
DC thanked the National Informatics Centre (NIC), for putting all efforts and providing technical support in implementing the VAHAN software project.
DIO, NIC Radhe Hinda, explained the workflow and the salient features of the Vahan software project. He told that SARATHI software mean for Driving Licence, Conductor Licence and Driving School Licence would also be implemented shortly.
Changlang, April 25: “MOH MOL” the major annual agricultural festival of Tangsa Community of Changlang was celebrated with traditional fervor and full of gaiety.
Shri Rajesh Tacho, MLA, 41-Anini – cum - Parliamentary Secretary, Agriculture and Dr Deepak Kumar, IAS, Deputy Commissioner, Changlang graced the occasion as Chief Guest and Guest of honour, respectively. Other prominent figures present on the gala day included MLA, 52-changlang (South) - cum-parliamentary Secretary, Mining and Mineral development Shri P Khimhun, MLA, 51-Changlang (North) - cum - parliamentary Secretary, IPR & Printing, Shri Thinghaap Taiju, Commandant 25 Assam Rifles, Col. H B Gramopadhay, heads of the department and Public leaders of changlang.
While extending his best wishes, Shri Tacho advocated for preservation of bio-diversity and avoiding unnecessary felling down of trees. He urged them to avoid the practices of ‘Jhum’ cultivation in every possible way. He also urged the younger generation to preserve age old rich culture and insisted their larger participation to inherit and continue it to the later generations. He prayed the almighty God “Rang-Frah” for bumper harvest, good health and prosperous life of the people of Changlang.
Dr Deepak exhorted all and sundry to provide right to education to their children by sending them all compulsorily to the school. While promising for every possible help from the district administration he urged the conscious parents of school going children to be vigilant on teachers if they are rendering their duties sincerely. He also urged all the parents to guide their wards constantly to the right direction.

The colourful dances of young boys and girls with the rhythmic musical beats of drums, Local food stall, delicious Tangsa dishes and the folk songs and dance by all ages, release of Rang-Frah faith promotion cassettes and CDs by Chief guest were the major attraction of the daylong events.

Changlang, April 15: The Ist phase of 2011 Census-House Listing and housing Census in Changlang district started today. It started from the official residence of Dr S B Deepak Kumar, IAS, Deputy Commissioner, Changlang whose detail information were registered by Shri Tiwang Ronrang, District Statistical Officer, Changlang and other Census officials for House Listing, housing Census and National Population Register.
Dr Deepak appealed each and every one from Changlang district to participate in Census 2011 and urged the supervisors and enumerators to render utmost sincerity so that no eligible citizen is left out.
During this extensive data gathering exercise of Census 2011, about 219 dedicated enumerators will be going door to door to about 24,020 residential households in 336 villages of Changlang on head counting and other required information.

Changlang, April 12: The troops of 25 Assam Rifles functioning under the Dah Division nabbed one hardcore linkman of NSCN(IM) on April 9, 2010 on CK road west of Changlang. The intelligence inputs in recent past were indicating that a group of NSCN(IM) cadres are trying to increase their influence along Tirap-Changlang border. It had also come to light that attempts are being made by this UG group to carryout extortion from villages in this area.

The security forces in the area had received definite inputs on the linkmen who are instrumental in furthering these nefarious activities.
On morning of April 9, 2010 in a well planned joint operation with police, the AR troops laid a trap and apprehended Mr Ngonglak Kenglom while he was moving suspiciously on CK road. The individual was in possession of five extortion notices allegedly given to him by NSCN(IM) for further delivery to the villages. On the spot interrogation also revealed that individual was acting as a conduit for collection of the extortion money from villages. He was also harbouring the NSCN (IM) cadres from time to time in his house in Laibang village.
The arrest of the Linkman has not only brought relief to the local population but has also given a blow to the UGs who were trying to regain their influence in the area.
Changlang, April 11: Pongtu Kuh, an oldest agricultural festival of Tutsa community of Changlang, was celebrated with pomp and gaiety here at Changlang today.
MLA Changlang(N)-cum-Parliamentary Secretary Shri Thinghaap Taiju who graced the occasion as Chief guest while wishing his best wishes to Tutsa community prayed to the supreme god ‘Rangkathok’ for bumper harvest, good health and prosperous life of the community and people of Changlang as well. He appreciated the community for preserving the age old rich culture.
ZPM, Changlang (S) Shri John Jugli, who was Guest of Honour exhorted that such festival not only provide platforms to reflect the rich culture but also inspires younger generation every year to inherit, protect, preserve and continue it to the later generations further.
Earlieer, Shri Wangnia Pongte, Chief Patron, Pongtu Festival Committee while expressing his warm welcome explained that the literary meaning of Pongtu is “Pong” means wind, “Tu” means retreating, “kuh” means festival.
All the heads of the Offices, Public Leaders, Gaon Burahs, officials and public took part enthusiastically in the festival.

The festival was marked by several events like practicing of Rom-Hom, a traditional chicken sacrifice, producing fire through rubbing a bamboo stick in hay in order to forecast whether the year would prove prosperous for them or not and community feast.
Colouful Tutsa traditional dances displayed by folks of energetic and beautiful youths from different Tutsa inhabited villages were the major attraction of the festival.
Changlang, April 7: In one of a kind incidence, a father handed over his own son to the police for possession of drugs. The accused, Shri Latang Kipa was arrested on charges of drug possession and consumption after receipt of a written complaint from his father Shri Kipa Talar, 63 years retired SSB employee of Upper Miao. On the day of the arrest Shri Talar on checking his son's jacket discovered a small paper packet containing white powder substance weighing 2 gm approx. with partially burnt silver foil and 6 numbers of cigarettes. On enquiring out of curiosity, his daughter-in-law revealed that it was drugs and her husband has been using it often.

Police seized the suspected drugs with some other articles which were produced by the complainant.
The accused has been booked under C/No 22/10 U/S 27 NDPS ACT at Miao Police station, Changlang District.
The district administration appreciated this extra-ordinary step by this father announcing a reward of Rs. 5, 000/- and a Commendation Certificate.
Deputy Commissioner, Changlang Dr S B Deepak Kumar, IAS exhorted that the drug menace can only be eradicated by the active involvement of public and vigilant Parents.
Changlang, March 30: Changlang Deputy Commissioner Dr S B Deepak Kumar, kicked off Moh-Mol foot ball tournament here at Changlang Headquarter today. The tournament with nine contender teams was organized by Moh-Mol Committee on the occasion of Moh-Mol festival of Tangsas scheduled to be celebrated in next month.
Dr Kumar who graced the occasion as chief guest while wishing the teams for their best performance asked all to maintain sportsmanship spirit.
The inaugural match was played between “Changlang village United” team from Old Changlang and ”East Bullet” team from Rangkatu village. Both the teams struggled hard to score the winning goal till the last minute with score 2-2 when the referee whistled to declare the math draw.
About 100 spectator enjoyed the thrilling match.
Changlang, March 29: The census training for Charge officers of Changlang district on Home Listing, Housing Census and National Population Register was conducted here at Changlang Hq today.
Deputy Commissioner, Changlang Dr S B Deepak Kumar, IAS while stressing on the importance of the census data for government in its policy makings urged all the Charge Officers be with the enumerators and Supervisors for the maximum possible time to avoid every possible errors.

Changlang, March 29: About 30 members of All Tutsa Welfare Association from Yangkang, Jongrom, Lainwang and kantang village along with Govt employees under Yatdam circle participated in a social service work initiated by All Tutsa Welfare Association on Changlang-Khonsa road. This road is a life line of villages under Yatdam, a remote circle.
During a day long social service the youths repaired the road at few points which were deteriorated by constant torrential rain at different road sections that were difficult to ply even for motorcycle.
General Secretary (ATWA) Shri N Songthing informed that keeping the upcoming problems due to road communication during emergencies they organized the social service. He hoped that the service will benefit people from Yatdam area.
Changlang, March 24: Changlang district suffers from widespread drug abuse in terms of narcotics and contraband liquor amongst the youth as well as the older generation. This widespread drug abuse has led to physical, social and moral degradation of the general population of this district thereby resulting in various health hazards and risks as well as poor socio-economic condition of the population. The district administration, police and the 25 Assam Rifles, troops of the DAH Division are making concerted efforts in fighting this social evil and help eradicate it from the society.
A positive step in this direction was taken by the 25 ASSAM RIFLES, troops of the DAH DIVISION when they apprehended drug peddlers from Changlang town and handed over them to the Changlang Police on the 23 March 2010. Based on information regarding the presence of drug peddler in Changlang town, a team from the 25 ASSAM RIFLES apprehended of drug peddler namely Mr Kamwang Jugli, 38 Years of village New Shallang of Changlang were apprehended alongwith 80 grams of Kani worth Rs. 8,000/- alongwith cash Rs. 1260/-. After initial interrogation and confirmation of these individuals as drug peddlers, they were handed over to the Police Station Changlang.
Changlang, March 24 : The District Health Society (RNTCP) observed World Tuberculosis Day at Diyun, today. The programme started with a rally in order to generate public awareness with the theme “innovation”. Around 300 participants from IRBN, School students, Public, and medical staff while participating the rally, heard shouting the slogan,”On the move against tuberculosis-innovate to accelerate action” . DOTS posters were also seen displayed in various points of the area.

Later, a community meeting was convened at Diyun club which was chaired by Shri D Riba, EAC, Diyun circle. The meeting was attended by Shri R Deori, ZPM, Diyun Medical Officers & staff, ASHAs, Gaoh Burahs, villagers, patients and general public of Diyun area.
EAC, Diyun and Goah Burahs shared their valuable views regarding the implementation of DOTS.
Earlier, District Programme Officer, RNTCP, Changlang Dr(Mrs) M Khimhun gave the power point presentation on district performance and all the facilities at all PHIs. She also awareness regarding signs and symptoms of TB and advised for early diagnosis and treatment.
Changlang, March 16: A workshop on Right to Information Act was conducted here at Changlang. In total 26 participants attended the workshop.
While welcoming all the participants Shri L Borang, ADC, Changlang explained about the objectives of organizing the work shop.
Shri K P Singh and Shri T P Sharma both Senior Teachers, Govt Hr Sec School, Changlang participated the workshop as a resource persons.
PIOs /APIOs of the departments and Public leaders of the Changlang attended the workshop and discussed various aspects of the provisions under RTI, Act 2005.
All the participants felt that such workshop should be organized from time to time in future also inviting active participation from the public especially Panchayat Members in order to create awareness among the people about empowerment of society through RTI.

During her stay, she had meetings with HOOs, & Public leaders of Changlang and visited under construction Judicial Lock up, police Station, Sub-Jail, SP Office, Rang Frah Mandir at 1 Mile and Old Changlang Village.
Dr Kumar while welcoming Smti Mehra in the meeting convened amongst all the heads of Offices, Changlang hoped that her visit would definitely strengthen the Police force in the district thereby bringing improvements to law and order problems. He said that it was privilege of the people of the district to have the Police Chief of the entire state in the district.
Smti Mehra, while interacting with the HOOs of Changlang sought the first hand information from the concerned executing departments who are taking up works under department of Arunachal Pradesh Police. While lauding the public of Changlang for their good co-operation with the District Police she stressed for larger participation of community to provide service up to their expectations. Expressing her concern over the large number of youth with drug addicted she said that it might be due to less parental control over these youth being themselves too addicted to the drugs and appealed the education department, medical department, relatives of such addicted persons to render their constructive role to eradicate this social menace.
Mr Aya informed that during the current year till Oct 2009, the District Police has registered 11 cases related to drug trafficking and 13 Gm brown sugar were seized from the culprits. He revealed that the department is planning to start checking of all kinds of Vehicles entering the administrative jurisdiction of Changlang from outside to check the inflow of drugs.
Earlier, Mrs Renu Mungrey, Member, State Security Commission requested for periodical meeting amongst the members of state security for better co-ordination and communication.
T Tangha, AE (PWD) while presenting the progress report on under construction Judicial Lock up which was delayed for more than two years of the time framed, informed that the lock up will be completed and handed over to the Police department by the month of March 2010.
Dr (Mrs) M Khimhun, SMO, Changlang while speaking on the Drug Menace in Changlang district informed that opium has its social ties with people of changlang and it has been using during festivals. But earlier, it was used in the right way and the use was limited up to festivals only and sometimes for medicinal purpose as people have belief that it cures severe diarrhea, indigestion, etc. But gradually elderly people started using it day after day. Now major chunk of the population under this grip are youths. Once they get into addicted if they are not provided with opium they use brown sugar as its substitute which no one knows where it comes from. She informed that medical department of Changlang had conducted a number of de-addiction camps but the success rates are very poor due to defaulting of the addicted persons.
SDO(S) Shri H Matcha informed that for last few years the cultivation of opium was nil except in small quantities in few of interior villages but in contrast the number of drug users are increasing in the district.
Later in the evening, in Circuit House, DGP Smt Vimla Mehera, in presence of DC and SP held interactive meeting with Panchayat and public leaders in context of law and order problems and drug menace in Changlang. An antidrug campaign street play organized in Changlang township video footage was also shown to the audience.
Changlang, Feb 25: MLA, 56-Khonsa (West)–cum-Chairman DoTC Mr Yumsem Matey was here at Changlang for his three days whirlwind tour to check and verify the completed and ongoing schemes in the district under DoTC.
In a meeting here at Changalng with the Panchayat members, Public leaders and Heads of the Offices, Changlang, he emphasized the working departments to undertake those schemes which would create assets for the people of the district. He urged them all to utilize the fund in infrastructural development especially under the essential sectors like education, health, Public health engineering, drinking water, etc.
Mr Matey while appealing for full co-operation from each and every one in bring pace to the developmental activities in Tirap and Changlang district assured the house in bringing full transparency in all activities under DoTC. While speaking on the role of the department in development of the easternmost twin district of the state, he revealed that he is pursuing the state government to open a nodal office of DoTC each at Khonsa and Changlang. He also visited the work sites in nearby town to take stock of progress as well as the quality of works under implementation before his departure to Deomali.
In his three says tour Mr Matey visited Miao, Kharsang, Jairampur, Namtok and Manmao circle. With brief meeting with the administrative officers, executing agencies panchayat leaders and public he also paid site visit to take stock of the work completed as well as ongoing schemes.

Changlang, Feb 23 : A two days Mahila Jagaran Shibir (Women Awareness Camp) was organized at Cultural Hall of Changlang town on 22nd & 23rd February 2010 by Vivekananda Kendra Arun Jyoti, Changlang.
Four resource persons came from Tirap District to teach Pickle & Flower making, Yoga and other activities. In all 71 women folk of Changlang and surrounding villages participated in the camp.
The camp started at 10 am with Prayer followed by Ice Breaking session. Smty. Renu Mungrey Mahila Manch Pramukh told the Aim & Objectives of the camp. Dr. Mekcha Khimhun explained about women health & hygiene and the simple methods as precautionary measures to take care the same was done on the second day of the camp. A Group Discussion on “Ideal Village & Role of Women in it” was conducted on the second day of the camp.
“Women as a Nation Builder” was the theme of the Mahila Jagaran Shibir and one resource person addressed on the Topic. Games, Patriotic songs and Bhajans were also the part of this camp. The Shibir concluded on 23rd February with closing prayer.
Changlang, Feb 23 : The information on FPS wise Sub-allocation of food grains to be drawn from the wholesale nominees for the month of February 2010, containing statement showing Circle wise /FPS wise number of ration cards as on 30.01.2010 and Allocations under APL, BPL and AAY along with the special allotment to various residential schools and security personnel under Changlang district and allotment of food grains for emergency stock for February 2010 have been made available for public at a touch of button in the district website, www.changlang.nic.in/pds.html.
Changlang, Feb 18: The team of Bordumsa police succeeded in nabbing a hardcore militant of NSCN(K) namely Mr Milido singpho alias captain T Angtu alias George, UT3 alias Rajapeo of Diyun and Bordumsa area with two others namely Bisala Singh Rajkumar and Zawrip Gam Singpho, from Bordumsa.
Mr Ratan Nath, OC, Police Station, Bordumsa informed that on 15th February 2010 a complain was lodged against Mr Milido for firing bullets on one Shri Ramwang Lowang who sustained two bullets on hand and chest. Since then the Bordumsa Police have been searching for them. The latter were accompanying the accused when the incident took place. On 16th evening, after getting information from a reliable source, OC Bordumsa along with 5 of his men went for a search operation and nabbed the former two from the house of one Shri Sarpan Thapa along with one number of pistol and 39 live rounds of ammunition. In the afternoon the next day, Shri Zawrip Gam Singpho surrendered himself before Bordumsa police, informed the OC. As per information, the culprit had been staying in Bordumsa area for last 15-20 days for extortion of money from Diyun and Bordumsa area. On 14th Feb 2010, Mr Milido was in the victim’s house where one Shri Tajum Tacha, a suspected worker of NSCN(IM) came and the former started firing on him. Shri Tacha escaped some how and the bullets hit Shri Ramwang Lowang, he added.
All three has been booked under C/S 9/2010, U/S 307/120(B)/115/34, IPC, R/W Section 27 Arms Act under Bordumsa police station.
Changlang, Feb 16: The third round review meeting of District Level Monitoring Committee, Changlang on Central Sponsored Schemes was held here in the Chamber of the Deputy Commissioner, Changlang today. The various schemes implemented/implementing under SPA, ACA, NEC, CRF, NLCPR, RIDF, PMGSY, PM’s Package, DoTC and Normal plan Scheme of the departments were discussed at length.
Deputy Commissioner-cum-Chairman Dr S B Deepak Kumar, IAS while expressing his satisfaction over the comprehensive reports presented by Executive Engineers of various works departments urged them to complete the schemes within target date of completion. He asked all the EEs and public leaders to keep close monitoring of the schemes with constant field visits to ensure quality work and timely completion of the schemes.

ITANAGAR, February 14: I may be accepted at Gen JJ Singpho, said Arunachal Pradesh Governor Gen JJ Singh, while participating in the Shapawng Yawng Manau Poi festival of the Singpho community at Bordumsa in Changlang district today. This gift of acceptance amongst the tribal communities of Arunachal Pradesh depicts the Unity in diversity. It is our main strength and it indirectly contributes in the peace and progress of our people.
Extending festival greetings, Gen Singh urged upon the people for preservation, protection and promotion of the age old cultural heritage. He said, festival helps us in carrying the messages of the past generations to the present and the future. It helps in building social relations and social communication which leads to unity among the people Gen Singh added.
Gen Singh congratulated the Singpho community for the enthusiasm and wonderful show of the rich heritage.
Appealing to the youth for their contributions in the development of the society and the state, the Governor said, youth are the future of the Nation and they must realize their responsibilities. Pointing the cases of drug addictions among them, he called upon the elders and elites of the society to make a concerted effort in its eradication.
While stating that rural development paves way for real development of the State, he called for more focus in the rural areas. Citing the Poma Project, he added, womenfolk are taking more interest in the project. He appealed to women to come forward for socio-economic development.
The Governor also reiterated his appeal for clean and green Arunachal on the occasion.
In his address, PHED Minister Chowna Mein congratulated Parliamentary secretary CC Singpho for his effort in rejuvenation of the celebration. He said, I have tour the world and participated in many seminars. Everywhere, I have found that every society or community is working for preservation of their culture, tradition and heritage. Therefore, we must also do the same. Mein also appealed to the people for their contributions and help in setting up an institution for cultural preservation, which he is initiating.
Earlier, in his welcome address, CC Singpho, MLA said, this occasion is for preservation of Singpho culture and tradition. He appealed to all for maintaining the cultural identity. Local MLA also urged upon all to create a secular society with respect and tolerance.
Shapawng Yawng Manau Poi festival committee Working President Mayong Maio dwelled in length on the mythology. Festival Committee Secretary Khakula Singpho and Singpho Development Society President S.N. Singpho, ZPM, Bordumsa also spoken on the occasion.
In recognition for their social services rendered to the Singpho Community, TNN Singpho and Smti RT Singpho, wife of CC Singpho, MLA were honoured on the occasion. A trophy and citation handed over to them by the Governor and the first lady.
As a token of love, Gaon Burah of Bordumsa presented a bottle of Citronella to the Governor on behalf of the denizens of the area. Bordumsa is known for Citronella.
Earlier on the arrival of dignitaries to the festival ground, a traditional reception was accorded to them. Dressed in traditional Singpho attires, the Governor and the first lady took part in ritualistic dance. Amidst the song, ‘O Ra-Oh Ra-Oh’ and beating of Gongs at the Alter, people of the community at their best along with other communities participated in the celebration.
Gen Singh also visited the exhibition stall, where old and new Singpho community’s household items were displayed. The guests were served with exotic Singpho dishes in a model Singpho house near the festival ground. As tradition of the festival, damsels in their best attires offered food and drinks to the guests and elders on the occasion.
On his arrival at Borduma in Changlang district, the Governor was received by the local MLA, CC Singpho, Changlang Deputy Commissioner, Dr. SB. Deepak kumar and SP Kime Aya at the helipad along with Minister Chowna Mein and Chow Tewa Mein, MLA.
Changlang, Feb 11:A Meeting called by the Deputy Commissioner, Changlang was held at Circuit House on 10th Feb, 2010 which was attended by Shri P. Khimhun, hon’ble MLA, 52 Changlang (S)& parliamentary secretary (Geology and Mining) and Shri T. Taiju, hon’ble MLA, 53 Changlang (N) & parliamentary secretary (IPR& Printing), all the Head of the Departments and administrative officers. The meeting was focused mainly on the developmental projects that have to be taken up in the ensuing years to bring about positive changes in the District in general and the two constituencies, 52 Changlang (S) and 53 Changlang (N) in particular. Speaking on the occasion, Shri T. Taiju, Hon’ble MLA 53 Changlang (N) emphasized on the fact that,“Changlang being the headquarter of the District is still behind the rest of the district in all aspects of development.” Shri P. Khimhun, 52 Changlang (S) also spoke at length about the various developmental activities that were taken up in the last years and the activities that are in the pipeline for the coming years. Both the MLAs then invited all the Head of Departments to put forward their departmental projects that were being taken up and queried about their problems too.
All the Officials took part actively in discussing various problems pertaining to their departments. The Deputy Commissioner, Changlang congratulated everyone for the success of the meeting and especially thanked both the MLAs for insisting on conducting this meeting. Both the MLAs expressed their enthusiasm and willingness to bring about a positive change in their areas in the coming years and hoped that everyone work together for the better interest of the District and its people.
Changlang, Feb 7: Continuing its tradition and true to its words “Friends of the Hill People”, 25 Assam Rifles under DAH Division in collaboration with District Health Authorities successfully conducted Pulse Polio Immunization wef 07 Feb 2010. 25 Assam Rifles established one booth at 1 Mile Village and one Transit Points at Changlang and Yongchick. On 07 February 2010 door to door visit was conducted by three mobile medical teams of 25 Assam Rifles, which covered 194 children up to five years of age.

This figure is double of estimated target given to 25 Assam Rifles. The children at unit family lines were also given polio drops and small lecture to show importance of polio immunization was given at Family Welfare Centre of 25 Assam Rifles by Medical Officer.
District Administration as well as residents of Changlang expressed their gratitude for the helping hand of 25 Assam Rifles and requested for future assistance in all kinds of activities for development of the local people.
Changlang, Feb 4: Sporadic bamboo flowering and fruiting in Dendrocalamus hamiltonii , a wild species in Changlang, have begun in large patches in Changlang district. The worst hit areas are in between 10th to 14 mile of Margherita-Changlang road under social forestry division.
Shri Chimoy Simai, DFO, Changlang informed that the flowering had started during the month of January 2010 but mass blooming has occurred during last few days. He informed that the bamboo species like Bambusa tulda, Bambusa balcoa, Dendrocalamus giganteus etc are also found in Changlang, however, these species are not affected.
Bamboo flowers once in 30-40 years. During flowering of bamboo, it is said that rodents feast on these bamboo seeds and multiply themselves in terms of ten thousands in a year. Once the seeds are exhausted, they look for an alternate source of feed in agricultural crops, thereby causing extensive damage to the agricultural produce, informed Shri Simai.
However, the farmers have at least a little consolation in the fact that the flowering is taking place in an agricultural off-season when the crops have already harvested.
Changlang, Jan 26: “The young generation of this district needs to channelize their energy in right direction. It makes me upset to mention that some of our youth are drifting towards social menace like drug and opium addiction. The abuse of drug is the greatest threat to our age-old traditional society and will prove to be the biggest enemy in the part of development. I take this opportunity to caution those who are heading towards this abuses and appeal to you all not to let this spread in our district,“appealed Shri L Borang, ADC Changlang, while addressing the 61st Republic day amongst the mammoth gathering here at changlang today. Extending his republic day greetings Shri Borang reminded that the origin of our republic goes back to pre-independence days of 1929, when the Indian national congress during its Lahore session under the president ship of Pt Jawaharlal Nehru passed resolution declaring “complete independence” as the goal of the nation and decided to celebrate 26th January every year as the Independence Day throughout the length and breadth of the country. From then on till the dawn of independence on August 15, 1947, the nation celebrated 26th January as Independence Day. Later when India wanted a date to mark its official birth, 26th January, the independence day of pre-independence days was chosen. On this day, 26th January 1950, Indian constitution comes into force and India was proclaimed to be a sovereign, democratic and republic. Since then 26th January of every year has been celebrated as a republic day in our country.
Shri Borang while remarking the clearance from government of India for restoration of much required Miao-Vijaynagar road a dream come true of the Vijaynagar people hoped that the connection of Vijaynagar by road communication would usher a new dawn of economic development and prosperity in Vijaynagar circle. He also spoke at length on the developmental works undertaken by various working departments during last twelve months.
The Chief Guest while paying tributes to the martyrs and freedom fighters extended his appreciation for the dedicated service being rendered by the officers and staff of the State Government, the Central Government, Military and Para-military forces for the people of Changlang. He also conveyed his admiration to Gaon Burahs, youth, Panchayat and public leaders, the general public and school children for their contribution, in the development and maintenance of law and order in the district.
Changlang, January 22: 25 Assam Rifles of the DAH Division apprehended a linkman of NSCN (K) who was involved in drug trafficking and extortion on behalf of the banned outfit. The miscreant was later handed over to Changlang Police Station alongwith the recoveries.
This is a third apprehension of its kind in past one month by this battalion. The unit has established a strong intelligence base in the region and carried out considerable recoveries of extortion money and contraband from linkmen of NSCN (K) in the recent past. The local population is now responding very positively to support the efforts undertaken by 25 AR in curbing this menace of extortion and drug trafficking by passing timely information to the patrols of the unit.
The apprehended individuals confessed that he was handed over approximately Rs.10,000/- worth of opium by NSCN(K) insurgents for purpose of selling it to local youth and getting them hooked on to the drug abuse so that they get lured into the banned outfit’s extortion activities in return for more drugs. He further revealed that he himself is so strongly addicted to the drug that he follows the dictates of the NSCN (K) insurgents in return for the drugs.
Changlang, Dec 31: Hundreds and thousands of indigenous faith followers assembled at New Changlang Rangfra Mandir to observe indigenous faith day 2009, today. The followers of Ranfra God, Nani Intaya, Doni Polo, Hindus and Buddhists took part devotedly in the function. They were seen carrying play cards, banners and religious flags in their hand and shouting “Loss of faith Loss of culture, Loss of Culture Loss of Identity” during the religious march around the Changlang township area organized by the Indigenous and Faith Promotion Society, Arunachal Pradesh. The religious march was ended with a meeting at the general ground Changlang.
The prominent figures that took part on the occasion enthusiastically included MLA-cum-Parliamentary Secretary, Geology and Mining Shri P Khimhun, MLA-cum-Parliamentary Secretary, IPR& Printing Shri T Taiju, ZPM, Changlang (North) Mrs Marina Kenglang, SDO (S) Shri H Matcha, EE (PWD) Er. K Taiju, DFO, Changlang Shri C Simai, DRRO Changlang Shri D Khandu and many public leaders of Changlang.
Mr P Khimhun while addressing the mammoth gathering informed that every religion is same for they serve similar purpose. To preserve one’s own age-old faith and rich culture is very necessary at the same time one must respect all the religion, he added.
Mr T Taiju appealed all the indigenous faith followers to work for making the district free from the grip of social menaces like drug, opium etc. He hoped that promotion of indigenous faith would definitely help misguided people to join the mainstream and requested all and sundry to strive hard to discourage the unhealthy practices like de-forestation to check Goble Warming.
Secretary, Rangfra Faith Promotion Society (RGFPS), Changlang Dr J S Mungrey while speaking on the occasion cleared that the programme was not to over show or hurt the people with other religion but it was to inculcate people following indigenous faith and create awareness among them to preserve their age old faith and culture.

Changlang, December 22: A meeting was held between the Police personnel and public of Changlang, today to interact and discuss on Police-public relation. The total number of 39 members from Police and Public attended the meeting.
SP, Changlang Shri K Aya while appreciating the people of the district for their co-operation for maintaining peace in the area, demanded for greater participation from the public side to stop Opium and drug menace which is spreading in the district like a wild fire. He further elaborated at length on public role to control crime, extortion problem, creation of village defense party, etc.
The ASMs, GBs and other public leaders unanimously suggested for the need of creating check post at the outskirt of Changlang township area both at Changlang-Khonsa road and Changlang-Khimyong road. They urged the police department to bring more improvement in town patrolling and start colony patrolling in the township areas.
Shri Khongpong Tangha, Public Leader while appreciating the creation of village defense party emphasized that government should train them properly and provide arms with ammunition. He also suggested for payment of honorarium to the VDPs to boost the morals.

Changlang, December 13: Chief Engineer (Eastern Zone) PHED, Arunachal Pradesh Er T Ketan was here at Changlang on his 4 days official tour. Er Ketan who was on his first official tour since bifurcation of the department into two Zones, was accompanied by Superintending Engineer, PHE Circle, Miao Er. On his Changlang leg of the tour, the CE(EZ) visited Miao & Kharsang Circle to get the first hand account of all the water Supply Schemes and TSC (Total Sanitation Campaign) programme implemented by the department. He visited to the Circle Office Complex and Project site under SPA grant.
A review meeting on progress of on-going works was also convened at the circle office at Miao wherein the Power Point Presentation of NRDWS (National Rural Drinking Water Supply Programme) schemes, TSC and other centrally sponsored Schemes like SPA/SCA Scheme for W/S at Miao township and 10% lump sum grant scheme for W/S Jairampur township area, was presented by the respective field Engineers.
The Chief Engineer later visited the various structures constructed or under construction Water treatment plant (WTP) site for Jairampur W/S Project under Jairampur-Nampong Circle. He also visited the Circle Headquarter, Rima-Putok, few Km from Nampong to take stock of the water Supply Schemes Implemented and inspected the School Toilets, Anganwadi Toilets and individual Households Latrines constructed under TSC Programme at Rima-Putok, Machum villages, HSS Nampong and Lungvi village.
While interacting with the villagers of Lungvi village, he called upon them to render full co-operation and proper utilization of TSC structures implemented by the department.
Earlier the Chief Engineer also toured Khonsa under Tirap District.
The CE before leaving for Itanagar expressed satisfaction on the works done by the department in the district and extended his desire to visit the district HQ, Changlang and Bordumsa-Diyun Circle which he couldn’t cover due to lack of time. He also instructed the field engineers to carry-on the good work and added minor rectification and improvement works to be carried out on various structures that he saw during the course of the tour.
Changlang, December 08: Changlang Deputy Commissioner Dr S B Deepak Kumar created a history by traveling a distance of 157 Km on foot along Miao-Vijaynagar Road from Vijaynagar to Miao. He was on his 7 days maiden official visit to the remotest circle of the district. Along with him accompanied EAC Miao Shri Gautam Hazarika, AFD Namdapha National Park Shri P. Tangha, Medical Officer, Changlang Dr M Ngemu, AE (PWD), Miao Er K. Pangam, CRC, Vijoynagar Shri Y. Yobin, CRC, Diyun Shri P Kanmai, ASM Gehrigaon Ms. Bandan Rai. The journey was started on 1st December 2009.

Dr Deepak Kumar while addressing the public of Vijaynagar circle in meeting held in different villages assured for all possible help from the district administration. While speaking on the re-opening of Miao-Vijaynagar Road he informed that the matter is being taken up with the wild Life Authority and hoped for the positive result.
Taking the optimum utility of the tour Dr Deepak Kumar visited the Micro-Hydel construction site to take stock of the work under progress under SPA near Gehrigoan. He also visited Government Secondary school Vijaynagar, Government Middle School, Gandhigram and Primary school, Ramnagar to witness the academic performance.
During his tour public Meetings were held at Vijaynagar, Ghandhigram, Ramnagar, Nibodi, Suchoti, Ngwasakhe villages, where the public missed no chance to express their grievances. Villagers in all the villages raised similar problems faced by them during day to day life with re-opening of Miao-Vijaynagar Road on the top priority.
Changlang, December 05: 25 Assam Rifles, part of DAH Division organised a ‘Peace Run’ for the people of Changlang on December 5, 2009 in Changlang Town. A total of 500 persons took part in the run including large number of school children, government and police officials and enthusiastic people of the town.
The event was one of the series of activities planned by 25 Assam Rifles to commemorate 175 years of the Assam Rifles.

Incidentally 25 Assam Rifles is also celebrating its Silver Jubilee this year. The peace run was flagged off by the veteran politician and Ex-Minister, Mr T Ngemu in presence of Colonel H B Gramopadhye, Sena Medal Commandant 25 Assam Rifles, Mr Liyon Borang, ADC Changlang and other govt and civil dignitaries. The response of the population, especially the children was overwhelming as it was the first time that such an event was being organised in Changlang Township. The atmosphere was cheerful and filled with fun. The joy was evident on the smiling faces of the spectators who turned up in large numbers along the entire route to cheer up the participants.
The ‘Peace Run’ culminated in the town’s main ground where the chief guest Mr T Ngemu gave away the prizes and certificates to the first ten winners. Addressing the participants and the spectators, Mr T Ngemu expressed his heartfelt thanks to 25 Assam Rifles on behalf of residents of Changlang. He emphasized that such events need to be promoted more often to rekindle the spirit of sportsmanship and camaraderie among the people of Changlang. He praised the noble cause undertaken by 25 Assam Rifles in involving the local youth in a variety of social and sports activities, promoting local talent and providing avenues of employment. He urged the Assam Rifles to keep up the good work so that the youth of Changlang look forward for a brighter future and are dissuaded from joining the banned militant outfits.
ADC Changlang Mr Liyon Borang who participated enthusiastically in the ‘Peace Run’, profoundly thanked 25 AR for undertaking such public activities periodically to bring cheer to the lips of people from this remote district. The prizes also included Rs 1000/- cash prize for first and second position on behalf of SP Changlang.

Changlang, December 04, 2009: The District health Society, Changlang organized meetings with all the PRI members, Administrative officers, ASHA’s and public at seven C.D Blocks from 25th Nov to 3rd Dec namely Jairampur, Nampong, Miao, Diyun, Bordumsa, Changlang and Khinyang.
All the facilities like infrastructure, service, manpower and capacity building necessary for providing the best healthcare for the ensuing year 2010-11 were discussed at length. Dr. Pramathesh De, District Medical officer, Changlang and Dr. P. Dutta, DRCHO, Changlang along with his team from the District health Society took active part and planned for the future healthcare needs of the people of Changlang. Dr. P. De, while speaking on the occasion called for sincere efforts from the PRI members to create awareness amongst their people about taboos attached to certain diseases like AIDS, Leprosy etc. which would help his department to carry out the projects smoothly and successfully.
Changlang, November 30: A National Integration Tour is being undertaken by 25 ASSAM RIFLES under DAH DIVISION for the School Children of remote areas of Changlang District. The event is one of activities planned by 25 AR to commemorate 175 Years of Glorious Service by the ASSAM RIFLES to the nation and 25th Anniversary this year.
The National Integration Tour is comprising of 30 School Children alongwith four Teachers with some personnel from 25 AR under Capt PS Poswal.

The tour is heading to Delhi where the children will get an opportunity to visit all the historic monuments including the Taj Mahal and Rashtrapati Bhavan. On their way back home, a two day excursion in Guwahati is also on the Cards including visit to the Governor House. The children were quite excited at the prospect of getting a chance to actually all those places about which they only know through their books and to witness with their own eyes the grandeur and vastness of the city which is ‘heart’ of India, the country which they loved and cherished.
In presence of the apprehensive and grateful parents who had gathered to see off their wards at Margherita COB of 25 AR, Commander 25 Sect AR, Brigadier JS Negi, VSM flagged off the tour. While addressing the gathering, the commander brought out that standing fast by the motto of ‘Friends of the Hill People’ the ASSAM RIFLES is always committed towards the upliftment of the people of North East, and especially those who are from far remote areas. He emphasized that such tours for the children from remote areas help open their minds towards the rich heritage of our country and brings the people from for regions closer to National mainstream. He wished all the very best to the smiling children who were looking forwards to realize their dream of visiting the national capital.
Changlang, November 30: The District Administration Changlang organized an awareness cum training programme on Chess game for the chess loving students of Changlang district.
Shri Dobin Doke, President, Arunachal Pradesh Chess Association and Shri Santosh Kumar Singh, Secretary, Chess Association of Digboi who were resource persons imparted training to the total number of 65 students attending the training. The trainees were taught the preliminary moves as notations with certain basic tips for effective play.
Shri L Borang, incharge Deputy Commissioner, Shri C Simai, DFO, Miss Y Sunya along with other departmental heads were also present on the occasion.
Earlier Shri Dorjee Khandu, incharge District Sports Officer, Changlang informed that learning Chess may be a good help for the students as it calls for keen and alert mind and concentration of highest quality. It requires intellect and ability to concentrate.
Changlang, November 24: The 12 days bamboo handicraft training organized by Arunachal Pradesh Seva Sangh in collaboration with Rangfrah Faith Promotion Society, Changlang ended here today. The training was attended by 12 trainees from different villages of Changlang district.
Shri Liyon Borang, Additional Deputy Commissioner, Changlang graced the valedictory function as chief guest. The other prominent members present in the function were ZPM, Changlang (north) Mrs Marina Kenglang, SDO(S) Changlang Shri H Matcha, DMO Changlang Dr P De and heads of the Office Changlang.
Shri L Borang, while lauding the trainees who learned to make 10 various crafts from bamboo in a short time period of 12 days advised them to work hard and be dedicated for they can excel in such field. He said that to set market of such articles one must maintain the quality of their produce. He appreciated the trainers as well as the trainees for their effort to make the entire programme fruitful and beneficial.
Earlier ZPM Mrs Marina Kenlang thanked the organizing committee for such programme which could boost the social economy of the district by generating self employments. Mrs Marina while appreciating the trainees for their quick learning of the handicraft urged them to share their skill and knowledge with their fellow villagers also for it might help those who could not avail this opportunity.

Changlang, November 10, 2009: 25 ASSAM RIFLES troops of the DAH DIVISION in a carefully planned operation apprehended drug peddlers from Changlang district and handed them over to the Changlang police.
The troops of 25 Assam Rifles had established a check post along the route coming from Myanmar, based on information inputs regarding illegal move of illegal Myanmarese migrants. At about 1155 hrs on November 8, 2009 a small party of civilians was seen approaching from Myanmar side. On being challenged by Assam rifles troops, four persons escaped in the jungle making use of the thick jungle vegetation, but one person was arrested and on being searched he was found in possession of approximately 500 grams of Opium.
The person on interrogation revealed that they were crossing over illegally from Myanmar into the Indian territory to sell the contraband. The names of the apprehended persons are Kemo Hasik, S/o Kekhu Hasik, 27 years age and resident of Maimong village, Namjong district (Myanmar).
In an effort to curb the menace of widespread drug abuse in Changlang district and in order to help the civil authorities 25 ASSAM RIFLES is planning similar operations in the future also.
Changlang, November 10, 2009: The 25 Assam Rifles has launched an ‘EX-SERVICEMEN CONTACT PROGRAMME’ on the 10th of November which was flagged of by the Commandant, 25 Assam Rifles, Colonel H B Gramopadhye, SM from the Battalion Headquarters at Changlang. The programme was launched as part of the ‘Silver Jubilee Celebrations’ and intends to contact all ex-servicemen of the battalion staying in various parts of the North Eastern States of the Country.
The 25 Assam Rifles was raised on 15th of December 1985 at Jairampur in erstwhile Tirap District of Arunachal Pradesh. The Battalion will be completing ‘25 glorious years’ on the 15th of December this year. As part of this memorable occasion, the battalion is sending a contact team to all nooks and corners of the North Eastern States of the country as part of ‘Ex-Servicemen Contact Programme’ where the team will be contacting each and every ex-serviceman in the region and invite them to be part of the upcoming Silver Jubilee Celebrations in Changlang. The ‘Ex-Servicemen Contact Programme’ is organised as a special gesture to all the men who were with the battalion in its glorious days as well as were part of the family since its raising. The programme which commences from the Battalion Headquarters in Changlang will be covering various parts of Assam, Meghalaya, Mizoram, Manipur and Nagaland. This programme not only intends to bring the whole family of the ‘SILVER JUBILEE BATTALION’ together for the upcoming ‘Silver Jubilee Celebrations’ but also wants to show its ex-servicemen that they still are part of the family and the battalion still cares for them wherever they are. In this moment of joy, the battalion wishes all ex-servicemen of the 25 Assam Rifles to come and participate in the ‘Silver Jubilee Celebrations’.
Changlang, November 04: A review meeting among the District Level Monitoring Committee on Centrally Sponsored Scheme (CSS) was held here at Changlang today under the Chairmanship of Dr S B Deepak Kumar, IAS, Deputy Commissioner, Changlang.
The meeting was attended by 21 members including the ZPMs, Administrative Officers, EEs & AEs of different working Departments of Changlang district.
Deputy Commissioner-cum-Chairman District Level Monitoring Committee, Changlang Dr S B Deepak Kumar, IAS informed the house that the meeting amongst the committee should have been convened in every three months on CSS but due to the Assembly Election held recently, the same could not be followed at time. He urged upon the PR leaders to keep vigil and monitor the project works in theie area properly to ensure the completion of work on time. While responding to a point raised by Zilla Parisad Chairperson Smti J Jugli, he ensured that a copy of works undertaken under CSS will be provided to all the ZPMs, department wise, ten days before the fixation of the date of meeting.
ZPM (Chairman Person) Smti J. Jugli stressed that a copy with detailed list of all the work undertaken must be provided to all the ZPMs prior to the meeting so as to enable them to take active role in implementation and also appraise the shortcomings in such meeting.
The working departments presented the progress, status, etc of the works implemented by them under Centrally Sponsored Scheme under NLCPR, SPA, ACA, NEC, RIDF, PM’s Package & PMGSY etc.
Changlang, November 03: The District Health Society, Changlang organized Health Camps in 5 remote villages in Changlang Circle from 26/10/09 to 29/10/09.
The camps were attended by school Children and people from all walks of life. The district blindness control society also conducted bye Check-up and screening for cataract and other eye related problems among the school children and villagers.
The camps were held at 5 villages namely Bubang, Laktong, Yatdam, Khuchep-I, Khuchep-II. 450 patients showed up for check-up.
Dr P Dutta, DRCHO,Changlang and Dr M Ngemu, M O Yatdam addressed the gatherings at each village and appealed to the villagers to bring more awareness regarding health related issues, and take prompt treatments. They also spoke at large regarding bye problems of the women in the society who very often neglect their problem.
Changlang, October 28 : The information on FPS wise Sub-allocation of food grains to be drawn from the wholesale nominees for the month of October 2009, containing statement showing Circle wise /FPS wise number of ration cards as on 30.06.2009 and Allocations under APL, BPL, AAY and ANN along with the special allotment to various residential schools of Changlang district and allotment under BPL and AAY for emergency stock have been made available for public at a touch of button in the district website, www.changlang.nic.in/pds.html continuing its effort to minimize the public grievances of Changlang district.
Changlang, October 23: Changlang district suffers from widespread drug abuse in terms of narcotics and contraband liquor amongst the youth as well as the older generation. This widespread drug abuse has led to physical, social and moral degradation of the general population of this district thereby resulting in various health hazards and risks as well as poor socio-economic condition of the population. The district administration, police and the 25 ASSAM RIFLES, troops of the DAH DIVISION are making concerted efforts in fighting this social evil and help eradicate it from the society.

A positive step in this direction was taken by the 25 ASSAM RIFLES, troops of the DAH DIVISION when they apprehended drug peddlers from Changlang town and handed over them to the Changlang Police on the 21st of October 2009. Based on information regarding the presence of some anti-social elements in Changlang town, a team from the 25 ASSAM RIFLES led by Maj Anuj Dhoundial conducted a search operation in the power house complex area inside the town. During the search operation, four drug peddlers namely Mr Longhum Khimhun, 26 years of village Khimyong, Mr Wangshum Ngemu, 28 years of village Yanman, Mr Monglang Ngemu, 29 years of village Khimiyong and Mrs Pinki Nochi, 31 years of Changlang town were apprehended along with 15 grams of brown sugar worth Rs. 35,000/-. After initial interrogation and confirmation of these individuals as drug peddlers, they were handed over to the Police Station Changlang. Living up to their motto of ‘Friends of Hill People’, once again ASSAM RIFLES has come to the help of the population in their fight against the drug menace.
Changlang, October 22: Counting of the votes polled for the election to Member of Legislative Assembly, Arunachal Preadesh from Changlang district ended peacefully. Congress swept all the five Assembly seats in Changlang district with a handsome margin in almost all the constituencies.
In 49-Bsa-Diyun Assembly Constituency the INC candidate Shri C C Singpho registered his win with total number of 6193 votes against his counter parts Candidate of NCP Shri Khumral Lungphi with 5210 votes and BJP candidate Shri Siraiong Singpho 1250.
At 50-Miao Assembly constituency the total number of 9150 were cast in favour of the INC Candidate Shri Kamlung Mossang against 6180 votes in favour of the NCP candidate Shri Samchom Ngemu.
Former Speaker, Legislative Assembly, Shri Setong Sena who contested from INC party in 51-Nampong Assembly constituency defeated his counter part Shri Tosham Mossang Independent candidate by the margin of 3850 votes. The total numbers of 5432 votes were cast in favour of the INC candidate.
In 51-Changlang South Assembly Constituency the INC candidate Shri Phosum Khimhun maintained his win against two contesting candidates with the total of 2904 votes against his contenders Shri Hamjong Tangha(NCP) and Shri Tengam Ngemu(AITC) with 445 and 950 votes respectively.
In 53-Changlang North Assembly Constituency Shri Thinghaap Taiju, INC candidate registered his come back by winning against Shri Wangnia Pongte (AITC) and Shri Happa Taidong, NCP. Shri Taiju got 4088 votes whereas Shri Pongte and Shri Taidong got 804 and 2834 respectively.
Meanwhile, Changlang Deputy Commissioner-cum-District Magistrate Dr S B Deepak Kumar, IAS promulgated section 144 Cr. PC in the order to avoid the possible breach of law and order and maintain peace and tranquility in the district which will remain effective till further order.

Changlang, October 21, 2009: A meeting cum training for Counting Supervisors and Assistants was held here at Changlang today in presence of the Deputy Commissioner, Changlang Dr S B Deepak Kumar, IAS, Observer 49-Borrdumsa Shri Shyam Sundar Bansal, IAS and Observer 52-Changlang South and 53-Changlang North Mohammad Mohsin, IAS.
The training was attended by forty two numbers of Counting Supervisors and Assistants. The other members present were ADC Changlang Shri L. Borang, COs Changlang Shri K. Tikhak and Miss Yutan Sunya.
The Changlang Deputy Commissioner, Dr S B Deepak Kumar, IAS while thanking the all concerned for smooth and peaceful conduct of the Assembly election informed that the process of counting of votes is equally crucial and urged them to be sincere and do accurate job for each and every data matters. He asked the Counting Supervisors to ensure that the seal of the Electronic voting Machine handed over to them for counting is intact.
Observer, 52-Changlang South and 53-Changlang North Mohammad Mohsin, IAS while stressing on the involvement of the Counting Agent in the process of counting asked the Supervisors to display before them the data at every step to clear all the possible doubts. Observer also suggested and stress on proper backup Internet connectivity from NIC, in addition to BSNL broadband connectivity in the counting centre for smooth online election result data transmission to Election Commission website through Genesys software.

Earlier, SDO (Election) Shri M C Roy explained at length the steps to be followed by the Counting Supervisors, Sealing Officer during the counting process. The counting of votes will at 0800 on 22nd October next.
Changlang, October 14: Changlang had a record turn out of the voters as the polling teams from remote polling stations in 52-Changlang South(ST) and 53-Changlang North (ST) constituencies arrived at the Receiving Centre at Changlang amidst tight security, today. The consolidated 86.04% of voters turn out was recorded in the district in the Assembly Election 2009 with 49-Bordumsa-Diyun 80%, 50-Miao 81%, 51-Nampong 91.07%, 52-Changlang South 92.98% and 53-Changlang north 85.19%. Meanwhile, the EVMs from 49-Bordumsa-Diyun constituency also reached the receiving centre at Changlang.
While many peoples’ eyes were focused on Tirap and Changlang districts for the Assembly Election on October 13, 2009 the voters came out boldly to choose their leaders under extensive security coverage. All arrangements for the poll were planned meticulously under the direct supervision of Dr. S.B. Deepak Kumar, IAS, Deputy Commissioner cum DEO, Changlang district and Shri Kime Aya, SP Changlang to prevent any kind of untoward incidence. The SP, Changlang informed that in addition to 3 company of Civil Police & IRBN and 23 persons of forest staff, 11 company of CRPF was deployed in the district. The District Election Officer stated that entire arrangements were handled effectively due to timely arrival and deployment of the security force. While appreciating the foolproof security arrangement Dr Deepak Kumar thanked Shri HB Gramopadhye, SM, Commandant 25 AR, 18 AR Jairampur, 169 CRPF, 93 CRPF, 36 CRPF, 186 and 171 CRPF deployed in the district for their dedicated works and back up operation in area domination patrolling and Polling Stations security. This has helped instill a sense of confidence amongst the people and evidently the electors’ turnout was in good number.
Shri Robin Hibu, IPS, DIG (E/R) who visited Bordumsa on the poll-day under the supervision of Ms Vimla Mehra, DGP, Arunacha Pradesh also appreciated the arrangements and congratulated all the officers and men for their dedication amidst all odds in securing the peaceful conduct of the election.
Changlang, October 13: The Assembly Election 2009 passed off peacefully and no report of any untoward incident has been received so far from any of the five Assembly constituencies in the district. In 177 numbers of polling stations in five constituencies with 55,711 voters in district, the turn out of the voters were reported to be moderate. The percentage of poll as per the report received so far from 49-Bordumsa is 80%, 50-Miao 81%, 52-Changlang South 59.65% and 53-Changlang North is 73.76% though reports from some of the interior polling stations are yet to be received. The report from 51-Nampong (ST) Assembly constituency did not received so far.
The Changlang Deputy Commissioner, Dr S B Deepak Kumar, IAS and observer, 52-Changlang South and 53-Changlang North Assembly constituencies, Mohammad Mohsin, IAS visited all the possible polling stations to ensure free, fair and peaceful elections.
ADC Changlang Shri L. Borang and SDO (Election) Shri M C Roy were in constant touch with the Sector Magistrates from the control room to avert every possible obstruction to the poll process.
The polling teams from the nearby polling stations have been arriving along with their respective Sector Magistrates and deposited the EVMs and other poll materials to the receiving centre under the tight security of forces deployed. The polling teams from far flung remote areas are yet to be reached at receiving centre. Some of them are expected to be reached at receiving centre by tomorrow.
Changlang, October 12 : Changlang Deputy Commissioner, Dr S B Deepak Kumar along with the Observer, 52-Changlang South and 53-Changlang North Assembly constituencies Mohammad Mohsin, IAS convened a meeting with the sector magistrates to discuss the tasks and responsibilities of sector magistrate, here at Changlang today.
Mr Deepak Kumar reiterated that the sector magistrates must ensure the polling team along with force and all the materials reached at their respective polling station. He demanded the sector magistrate to submit OK report to the control room on poll-eve. He urged them to give assistance to the polling parties, in case of emergency, inside the polling station with procedures and advised them to maintain the purity of poll process and check all the aspects of polling during their visit to the polling stations. He insisted them to check the sealing of EVMs and preparation of papers by polling parties and escort the EVMs with polling team to receipt centre.
The meeting was attended by eleven numbers of Sector-Magistrates.
Changlang, October 11 : Second batch of polling team for the ensuing Assembly Election 2009 under 52-Changlang South and 53-Changlang North Assembly constituencies comprising of 11 polling teams left for their respective polling station today.
Meanwhile, the final batch comprising 55 numbers of the polling teams collected their polling materials and is all set to leave for their respective polling station tomorrow.
Changlang, October 11: The casting of postal ballot by Polling Personnel deputed for 52-Changlang South and 53-Changlang North Assembly constituencies ended today. About 354 voters from 53-Changlang North and 94 voters from 52-Changlang South casted their votes.
Meanwhile, The first batch of Polling Party comprise of Ranghill polling team left today. The Ranghill polling station is one of farthest polling station under 52-Changlang South and 53-Changlang North Assembly constituencies with distance of 13 Km by road and 39 Km on foot.
SDO (Election) Shri M C Roy while wishing for free, fair and peaceful election insisted the team to ensure that all the materials have been collected as per the checklist. He asked to check the EVMs supplied to them carefully to avert untoward hindrances during the poll process. He advised the party to carry out the polling process sincerely, honestly and cautiously to avoid unnecessary problems.
Meanwhile, Changlang Deputy Commissioner-cum-District Magistrate Dr S B Deepak Kumar, IAS in exercise of power under section 126 RP Act, 1951 prohibited the election campaign for the coming Assembly Election 2009 during the period of FORTY EIGHT hours from 1500 hrs of 11/10/2009. During these forty eight hours to convene, hold or attend, join or address any public meeting or procession in connection with the election by any person has been prohibited. The display of any election matter to public through means of cinematography, television or other similar apparatus and propagation of any election matter to the public by holding, or arranging the holding of, any concert, or any theatrical performance or any other entertainment or amusement with a view to attract the member of public thereto has also been prohibited.
Changlang, October 08: The government servants who are under election duty for coming Assembly Election 2009 continued to cast their votes through “Postal Ballot Paper”. In total 34 voters against 52-Changlang South and 115 voters against 53-Changlang North Assembly constituencies cast their votes today.
Meanwhile, in a separate function the Changlang SDO(Election) Mr M.C Roy while hoping for smooth conduct of the polling, distributed appointment orders to all the Polling Personnel including the Presiding Officer specifying their respective polling stations. The polling teams who are assigned duty at far flung polling stations will start moving from 10/10/2009, Mr M.C Roy informed.
Changlang, October 07: Voting through Postal Ballot by government servant on election duty in Changlang District for the ensuing Assembly Election 2009 started from today. The voters will be allowed to vote from 07/10/2009 to 10/10/2009 during the period from 1000 hrs to 1600 hrs. The total number of 24 voters against 52-Changlang South and 61 voters against 53-Changlang North Assembly constituencies cast their votes today.
Meanwhile, security review meeting was convened in office chamber of the Deputy Commissioner, Changlang Dr S B Deepak Kumar, IAS. The Observer, 52-Changlang South and 53-Changlang North Assembly constituencies Mohammad Mohsin, IAS, S P Changlang Shri Kimi Aya, the Sector Magistrates and designated police officers were present in the meeting.
Speaking on the security arrangement in the district the Changlang SP Shri Kime Aya informed that in addition to 3 company of Civil Police & IRBN and 23 persons of forest guard, 11 company of CRPF has deployed including additional 6 company exclusively for election duty. He further informed that the department has planned to install two numbers of satellite phones each at Khimyang Circle Hq. and Vijoynagar for quick and better communication. He informed that all the preventive measure had been already initiated under which 12 persons were bond down to maintain peace and tranquility, 975 bottles of IMFL were seized, 179 ILP violators were detected, 169 MV law violators imposed fine to the tune of Rs. 15,400/- and 540 numbers of arms of various categories were deposited by the licencees.
Changlang, October 7, 2009: Continuing the golden traditions of social responsibility The 25 Assam Rifles under DAH Division conducted the third Basic Computer Training Course for six weeks, in Changlang. The course was successfully completed from 24 August 2009 to 07 October 2009 for 21 local boys and girls of Changlang. Most of them are from lower economic strata and hence had taken advantage of this free of cost training actively.
The parents of these children expressed their profound gratitude to 25 Assam Rifles and whole heartedly appreciated the active and selfless efforts of 25 Assam Rifles, training team and troops of DAH Division.
Colonel H.B Gramopadhye, SM, Commandant, 25 Assam Rifles gave away the prizes and certificates to the successful candidates. He also gave the assurance to local people that the 4th course of this series will be started soon and suggestions given by the students will be implemented to make the course more comprehensive and convenient to the students.

Changlang, October 06: The third phase of Election Training on conduct of the Assembly Election 2009 for the designated polling personnel of 52-Changlang South and 53-Changlang North was organized here at Changlang today. The Election department is leaving no stone unturned to clear all the possible doubts within the polling personnel so as to enable them to conduct the poll smoothly. The observer, 52-Changlang South and 53-Changlang North Assembly constituency Mohammad Mohsin, IAS and ADC Changlang Shri L Borang was also present during the training period.
Meanwhile the Changlang Deputy Commissioner-cum-District Magistrate Dr S B Deepak Kumar, IAS prohibited selling of IMFL throughout Changlang district as well as storage of liquor by individuals in unlicensed premises and declared & notified the period from 06/10/09 to 14/10/2009 and period from 21/10/2009 to 23/10/2009 as “DRY DAY”.
Changlang, October 5: A training was organized amongst the candidates and election agents of different political parties of Changlang district on handling of Electronic Voting Machine here at Changlang today. The total number of seven election agents of different political parties attended the training.
The Sub-Divisional Officer (Election), Changlang Shri M C Roy imparted the training at length and also demonstrated the polling procedures through mock poll in presence of Changlang Deputy Commissioner Dr S B Deepak Kumar, IAS and Observer, 52-Changlang South and 53-Changlang North Assembly constituencies to Md. Mohsin, IAS. While assuring the security level of the Electronic Voting Machine Dr Kumar and Md. Mohsin made it clear that once the machine is closed it will not be possible to record votes unless its seal is broken and earlier recorded votes are cleared.
Meanwhile, the commissioning of the Electronic Voting Machine to be used in 49-Bsa-Diyun, 51-Nampong and 53-Changlang North has been completed in a separate function. The total number of 206 EVMs were made ready for use.
Changlang, October 4 : The commissioning of 66 Electronic Voting Machine to be supplied to 50-Miao Assembly Constituency has been completed with the help of technical persons from ECIL, today making them ready to use in the coming Assembly Election 2009. The election agents of both the contesting parties namely Shri T S Ronrang and Shri N Tangha from NCP and INC respectively were present during the process of commissioning of the EVMs.
Changlang Deputy Commissioner-cum-District Election Officer Dr S B Deepak Kumar, IAS, Observer, 52-Changlang South and 53-Changlang North Assembly constituencies Mohammad Mohsin, IAS and ADC Miao Shri T Mara also witnessed the commissioning of EVMs.
The commissioning of 66 numbers of Electronic Voting Machine to be used in 52-Changlang (North) ST Assembly Constituency was completed in the previous day in presence of two numbers of Election Agent from INC Shri C Tekhil and Shri Dangku Jugli.
The total numbers of 354 EVMs will be used in 177 Polling stations in Changlang district during the forthcoming Assembly Election.
Meanwhile, the 2nd day of Phase-II election training for coming Assembly Election 2009 was also completed successfully in a separate function.
Changlang, September 03: The Second phase of the Election training for ensuing Assembly Election started here at Changlang today. The SDO (Election), Changlang Shri M C Roy announced the names of polling members in the teams for 167 polling stations in 52-Changlang (South) and 53-Changlang (north). However, the names of presiding officers were not disclosed yet. The training was attended by 320 numbers of polling personals for different polling stations.
The training on conduct of election which was imparted at length also included mock polls demonstrated by the master trainers before the trainees. All the polling personals team-wise took part in practical training of handling Electronic Voting Machine operating system and safety measures.

Earlier, the Election Observer, 52-Changlang South and 53-Changlang North Assembly constituencies Mohammad Mohsin, IAS while advising polling personals attending the training stressed all to be sincere and attentive to the training and clear all the doubts regarding conduct of election and operation of EVM at the time of training or before leaving for their respective polling station to avoid confusions during the poll.
Changlang, October 2: The students and lecturers of Rangfra Government College Changlang led by its principal Shri B.K Bhuyan in collaboration with the district administration organized a total cleanliness and sanitation drive in and around the Changlang town on the occasion of Gandhi Jayanti. Students divided into five groups were detailed for different places in the town who were led by the lecturers of the college. In the first group led Dr G S Jha and Shri Nongthy Mossang both lecturer carried out the cleanliness drive from T T point to Monday market place whereas Shri A B Malik led the students from main market point to police station. Dr M D Singh led the student group from market to Nehru Park and Shri Kuku Pangyang led the group from main market to Govt Higher Sec School Changlang via industry colony. Shri Gomo Karbak, programme officer, NSS and his NSS team were engaged in the main market for cleanliness drive. Some of the shopkeepers were also more than happy to lend the students a helping hand in their sincere efforts.
The total number of about 70 students from BA I, II & III year along with lecturers and college staff took place in the cleanliness drive despite of the strong heat from the sun.
The Changlang Deputy Commissioner Dr S B Deepak Kumar, IAS while appreciating the college family for successfully carrying out the cleanliness drive reiterated that such activities should be undertaken by all the sections of society for betterment of the area & district as a whole.

Changlang, September 30: A meeting-cum-training amongst the micro observer for ensuing Assembly Election 2009 was held here at Changlang today. The training was attended by ten numbers of micro observers selected among the officers and officials in central government service and central government undertaking organization.
Election observer, 49-Bordumsa-Diyun Assembly Constituency, Shri Shyam Sundar Bansal, IAS was also present during the course of the training.
The Deputy Commissioner-cum-District Election Officer, Changlang Dr S B Deepak Kumar while speaking on the duties and responsibilities of micro observer at length instructed that in case of any kind of eventuality they should immediately communicate it to the higher authority.

Changlang, Sept 25 : Following the notification of Election Commission of India for conduct of Assembly Elections Legislative Assembly and to maintain peace and tranquility in the area and to ensure free & fair election as well, the Changlang Deputy Commissioner-cum-District Election officer, Dr S B Deepak Kumar, IAS issued an order to all the Public Leaders and Gaon Burahs of Changlang District to strictly abide by Model Code of Conduct to avoid disqualification of candidates or penal action or both. Dr Deepak Kumar mentioned that distribution of Cash or kind (gifts, alcohol, opium, etc) to mobilize the voters in their favour is a clear violation of Model code of conduct.
Changlang, Sept 25 : The election observers for five constituencies under Changlang district arrived their respective constituencies today. The 49-Bordumsa-Diyun Assembly Constituency was allotted by the Commission to Shri Shyam Sundar Bansal, IAS (03800-244232, 09402245015, 09577031072), 50-Miao Assembly Constituency to Shri Deepak Garg, IC & CES (03807-222246, 09402491782), 51-Nampong Assembly Constituency to Shri G D Chanderkar, IRS (03800-222997, 09402468715), and 52-Changlang South and 53-Changlang North Assembly Constituencies to Md. Mohsin, IAS (03808-223381, 09402491781).
Meanwhile Dr S B Deepak Kumar, IAS, Deputy Commissioner cum District Election Officer, Changlang suggested that all the contesting candidates may contact the observers for further clearance of doubts related to election matters if any and also lodge their complaints regarding any MCC violations by any person.

Changlang, Sept 25 : Tax collection by department of Tax & Excise, Changlang hit record high following the dues cleared by the contesting candidates of different political parties in the ensuing Assembly Election’2009. According to the Deputy Commissioner, Changlang, Dr S B Deepak Kumar, IAS, total collection of tax in the district during last week was Rs. 11514804 (Rupees one crore fifteen lakhs fourteen thousand eight hundred four) whereas the total tax collection during last financial year was Rs. 23117146 (Rupees two crore thirty one lakh seventeen thousand eight hundred four) only.
Changlang, September 22 : The information on FPS wise Sub-allocation of food grains to be drawn from the wholesale nominees for the month of September 2009, containing statement showing Circle wise/FPS (Fair Price Shop) wise number of ration cards as on 30.06.2009 and Allocations under APL, BPL, AAY and ANN along with the special allotment to various residential schools of Changlang district and allotment under BPL and AAY for emergency stock have been made available for public at a touch of button in the district website, www.changlang.nic.in/pds.html.
The Deputy Commissioner, Changlang Dr S B Deepak Kumar, IAS ordered all the concern administrative officers in the district to submit report on functioning of the FPS in their respective areas as per Form –‘A’ in compliance of Clause 8 of the PDS Control Order 2001. The order further directed them to strictly avoid any kind of diversion by the agencies involved in collection and distribution of PDS items failing which, action would be taken as per Essential Commodities Act, 1955 and relevant Sections of Indian Penal Code. All the FPS under Changlang district has also been directed to display the detailed information on PDS sub-allocation in their respective shops in public view.
It is the third consecutive month wherein the information on PDS sub-allocation has been made available to all through the district website.
Changlang, September 8: Consequent upon the announcement of Poll Schedule of forthcoming Assembly Election and possibilities of campaign activities to be geared up by the candidates of different political parties which may lead to apprehension of breach of Law & order situation in the district and in view of keeping peace and tranquility in the district Dr S B Deepak Kumar, IAS, Deputy Commissioner cum District magistrate in exercise of power conferred under section 144 (3) Cr. P.C. issued an Executive Order today directing all Civil Arms holders in Changlang District to deposit their respective Arms at their nearest Administrative Office/Police station on or before 29/09/2009 till election process is over.
The person found in possession of Fire Arms after 29/09/2009 in violation of the order, shall be liable to punishment under section 188 IPC as well as under relevant section of Arms Act, the order continued.
Changlang, September 8: Three days training cum demonstration on ‘Value addition of Fresh Water Fish and Introduction of Eco-friendly Fishing Gears’ was inaugurated here at Changlang today. The training was attended by 30 numbers of fish farmers.
Deputy Commissioner, Changlang Dr S B Deepak Kumar, IAS graced the function as Chief guest while Dr D I Khasim, PhD, ARS, Scientist in charge & Principal Scientist, Central Institute of Fisheries Technology(CIFT), Visakhapatnam presided over the function.
The other members present in the function included Shri M M Prasad, PhD, ARS, Principal scientist & Shri U Sridhar, PhD, ARS, Scientist (SG), CIFT, Visakhapatnam and Heads of Offices, Changlang.
Dr Kumar while lauding the Fishery Department Changlang for their initiation hoped that such training would definitely help improving the economic condition of the local populace. He advised the trainees to be sincere and try to gain maximum benefits from the training.
Earlier, Dr D I Khasim informed that a fish being nutritious and healthy, its consumption is encouraged all over the world. During three days training the fish farmers would be taught the better way of utilizing the under utilized fishes by making them skilled in converting the by-catch into diversified and sophisticated fish products like Fish Cutlets, Fish Pickles, fish Wavers, etc. They would also be taught the practice of good sanitation and hygiene to ensure the safety of fish consumers, he added.
Dr B Madhusudhana Rao informed the house that during fishing activities many unwanted but rare species and even endangered species get killed. The trainees would be taught the use of improvised fishing equipments without disturbing the life of other marine or fresh water animals.
Dr U Sridhar demonstrated and explained the improvised technology for catching fishes. He also demonstrated the samples of finished fish products.
Earlier, Shri Nokjan Longri, DFDO, Changlang gave over all picture on feasibility of Pisciculture in various areas in Changlang district and the achievement of fishery department so far. Citing examples of the successful fish farmers of Diyun he urged upon the trainees that any one can get good return from Pisciculture if taken it up with sincerity and dedication.
Changlang, September 8: The observation of 24th National Fortnight on eye Donation at Changlang concluded today.
Deputy Commissioner Changlang, Dr.S.B.Deepak Kumar (IAS), ZPM (Changlang North) Mrs Marina Kenglang, graced the valedictory function as Chief Guest and Guest of Honour respectively.
All the Heads of the Offices, Medical Officers & staff, students and public leaders of Changlang were present in the function.
Dr S B Deepak Kumar, IAS, Deputy Commissioner cum Chairman of District Blindness Control Society, Changlang showing the concern about Nil report on eyes donation in Arunachal Pradesh till date appealed that one should come forward and pledge one’s eyes for donation and should inform the relatives also about the pledge to avoid future complicacies. He urge upon the members present for generate awareness among the people to encourage the noble deed of eye donation.
Mrs Marina while lauding the team of District blindness Control Society, Changlang for their sincere, honest, dedicated and tireless service hoped that such endeavor would definitely bring changes the mind set of common mass thereby diverting their thinking towards the positive side of the eye donation.
Dr Taba Khana, Eye Specialist, District Hospital, Changlang gave a power point presentation on different kinds of Blindness its cause and cure.
Earlier in the morning, about hundreds of students from Government Higher Secondary School, Changlang Medical staff joined the concluding rally of 24th National Fortnight on eye Donation, which was flagged off from District Hospital by Dr P De, DMO, Changlang and led by Dr. Taba Khana, Eye Specialist, DH, Changlang. Slogans like ‘Netra Dhaan, Maha Dhaan,’ ‘Donate eye –remove Blindness’ were heard shouting.
During the two weeks long observation massive campaign in the form of wall writings, postering, displaying banners in prominent places and interactions with youths, holding inter school essay competition. Dr Khana interacted with over 1500 students from six different schools which were followed by screening of students and teachers. The awareness generation on eye donation was also conducted at Miao on 4th September 2009.

Changlang, September 3 : A Micro Literacy and Awareness Camp on National Rural Employment Guarantee Scheme was organized here at the Headquarter of remote Manmao Circle. Manmao C D Block inhabited by Tangsa tribe was recently created by bifurcating from Nampong-Manmao C D Block. It is about 28 Km from the district headquarter.
The Changlang Deputy Commissioner Dr S B Deepak Kumar, IAS, Jairampur ADC Shri M Roy and BDO Nampong Smti Widat Kimsing were present in the awareness programme besides the officers, officials and Gaoh Burahs, Public Leaders and villagers of the Block.
Dr S B Deepak Kumar, IAS Deputy Commissioner, Changlang who is also the District Programme co-ordinator NREGA informed that the National Rural Employment Guarantee Act provides at least one hundred days of guaranteed wage employment every financial year to every household whose adult members volunteers to do unskilled manual work. The Act gives legal guarantee of a hundred days of wage employment in a financial year. The jobseekers may apply in plain paper/prescribe form or even in oral to the concern BDO who is also a Programme Officer for registration and issuance of job card, he added. While stressing on identifying and selecting employment as well as development oriented schemes Dr Kumar urged upon the people present in the programme to carry out works for development of community as a whole. He appealed the Gaoh Burahs to take active part in selecting the schemes for the larger interest of the rural people.
Dr Kumar also paid his warm visit to Government Secondary School, Manmao and Primary Health centre, Manmao.
Earlier Manmao BDO Shri W Mossang while explaining the aims and objectives of the programme informed that it was an endeavour to generate awareness among the general populace so that they could avail optimum benefits from the scheme. He suggested that creation of durable assets with employment generation would be beneficial for the village and community.
Nampong BDO, Smti Widat Kimsing who was resource person in the programme explained that the job seekers must register their names along with required photographs at BDO’s office and get their job card issued so that the work may be provided as per the guide lines. She further informed that while selecting the schemes focus should be given on the works in their order of priority on Water conservation and water harvesting, Drought proofing (including afforestation and tree plantation), Irrigation Channels including micro and minor irrigation works, Provision of irrigation facility to the land owned by households belonging to ST, Renovation of traditional water bodies including desisting of tanks, Land development, Flood control and protection including drainage of water logged areas, Rural connectivity to provide all weather road. She informed that as far as possible the work must be carried out within a radius of 5 KM of the village where applicant resides at the time of applying or in any case, within the jurisdiction of Gram Panchayat constituency.

Changlang, August 24: A seminar meeting was held under the chairmanship of Dr. S.B. Deepak Kumar, IAS, Deputy Commissioner, Changlang at his office chamber today to sensitize the judicial officers about the plight of the prisoners in overcrowded jails and to acquaint judicial officers the rights of arrested persons under law as well as obligations which imposes upon Magistrates for safeguarding the interest of such persons.
The meeting was attended by all ADCs, SDOs, EACs and COs of the district. The Deputy Commissioner cum district Magistrate also took stock of the status of all UTP cells from all concerned Administrative officers and discussed over probable solutions to those problems.
The DC who is also the chairman of District legal service authority enjoined upon all Administrative officers to regularly conduct Legal awareness campaign especially with reference to implementation of NREGS urgently to ensure that constitutional pledge is fulfilled in its letter and spirit, and equal justice is made available to the poor and the downtrodden of the society.

Changang, August 23: A rally was organized here at Changlang today on the occasion of Rajiv Gandhi Akshay Urja Diwas” with the theme “Walk for a cause” to create awareness to save energy and use renewable energy among the general populace. All the heads of offices, official staff, teachers, NCC, Scouts & Guides, other school children, general public and shopkeepers enthusiastically took part in the rally despite of the heavy down pour. The rally of about 3 kms started from the Changlang entry point via upper bazaar and lower bazaar changlang to general ground Changlang. About 100 nos of T-Shirts labeled with the inscription of RAJIV GANDHI AKSHAY URJA DIWAS’2009 were distributed amongst the participants.
The Changlang Deputy Commissioner, Dr S B Deepak Kumar, IAS while appreciating the sincere participation of all urged that it is the responsibility of every conscious citizen to inculcate in their near and dear ones the need to save energy and concentrate more towards the use of renewable energy. He further said that with right use, one can save the total energy consumption up to 60% in their day to day life. He hoped that the awareness rally would improve the nature of people of Changlang in particular and Arunachal as a whole towards the use of energy thereby saving good percentage of energy.
Earlier a drawing competition on renewable energy based topics was conducted for primary schools of Changlang Township. An essay competition among the senior students of Schools from all over Changlang district was also organized in phase wise in the respective schools, the best of which were evaluated on district level.
A science exhibition among the students of all the schools of Changlang district and educational tour for minor students is also proposed to be organized by the district administration.
Changlang, August 21: The Changlang Deputy commissioner Dr S B Deepak Kumar, IAS rewarded two women from Balinong village of Kharsang circle under Changlang district, with cash amount of Rs 2000/- each for their bravery act today. These women namely Smti Litdam Ronrang and Smti Sulan Mossang were the two social activists who came forward boldly to assist the local police leading to the arrest of two drug peddlers along with 350 grams of opium. The women caught the peddlers red handed near ITI Tinali, Balinong while traveling by bicycles. A regular case against the culprits has been registered under NDPS Act at Kharsang Police Station.
The women social activists while showing their concern about the future of their children, male counterpart and village as well informed the Deputy Commissioner that as long as the peddlers are given free way to the village it will be under the grip of Drugs addiction. The road leading to the village is kept under constant vigilance and the suspected persons are checked which has led to reduction in drug consumption in comparison to previous years however it is still not known from where the addicted persons got the drugs from, they informed.
The women group further requested for de-addiction camps in their village for some determined persons who want to get rid of their drug addictions.
Earlier while appreciating such a courageous act the Deputy Commissioner promised the women group for every possible help from the district administration. He lauded the women group for the noble job they did and said that such an act is an example for all other villages in Changlang District and state as a whole which faces similar problem.
Changlang, August 17: An awareness meeting on "PANDEMIC INFLUENZA" was held herewith Changlang today. The Changlang Deputy Commissioner Dr S B Deepak Kumar while expressing concern about the chances of spreading the disease in the district after positive test of the case in neighboring states advised the members present to learn about the influenza to protect oneself, one's family and community as well. He expressed intensifying preparedness activities against H1N1 as a matter of urgency.
The District Medical Officer Dr P De informed that pandemic Influenza transmits through the droplets from the nose and throat of an infected person who is coughing and sneezing. The minimum distance necessary for such transmission is 3 feet. It can also be transmitted through direct skin to skin contact and indirect contact with respiratory secretions (touching contaminated surfaces and then touching eyes, nose and mouth.)
Dr De informed that the virus is killed by heat of 56 degree Celsius for 3 hours or 60 degree Celsius for 30 minutes and with common disinfectants such as formalin and iodine compounds.
As precautionary measures Dr De advised to cover one's mouth and nose while coughing or sneezing and wash hands frequently and thoroughly with soap and water, before and after touching one's nos, eyes or mouth. He also advised to avoid crowded places.
Dr de appealed to every one to join and extend helping hand in the fight against Pandemic Influenza (H1N1) which is creating public health problem and a serious matter of concern in the health sector globally.
Changlang, August 16: A mass tree plantation as well as cleanliness drive took place here at Changlang today. All the shopkeepers were asked to clean the surroundings of their respective shops by the District Administration, Changlang. They were also instructed to keep a dustbin each which would be cleared by the Department of UD & Housing on daily.
Meanwnile, The Changlang Divisional Forest Officer Shri Chimoy Simai issued 1565 numbers saplings of different varieties namely Gol Mahar, Nahar, Maha Neem, Ashoka, Amla, Jalphai, Siris and Pine which were delivered at home through the Dapartment of UD & Housing. The trees were planted in the office premises, Schools, Assam Rifles camp, CRPF Camp and all other colonies including Changlang Bazar Line.
People from all walks of life took part enthusiastically in mass plantation lead by the Changlang Deputy Commissioner Dr S B Deepak Kumar with all the head of Offices, Changlang.

The Chief Guest announced that, in recognition for dedicated service, one person from our district have been conferred with State Award. Silver medal has been announced in the State function at Itanagar for Shri Manabendra Roy presently serving as ADC Jairampur on the auspicious occasion of Independence Day.
While highlighting various scheme and departmental activities going on in the district the chief guest called upon the needy people to take benefit of such Schemes.
Earlier, the chief guest unfurled the national flag, inspected the parade contingence and took salute of the marching platoons. The parade contingents comprising of APP, NCC, Scouts and Guides and the Assam Rifles Band.
It is reported that Independence Day was celebrated at each and every schools, educational institutions and government offices in the district. Holy Rosary School, Changlang also celebrated the Independence Day in a special manner. 25 Assam Rifles chief Commandant Col. Upadyaya with his thought provoking speech and hoisted the national flag gracing as the chief guest at the school. The children sang patriotic songs with action which beautified the event.

Changlang, August 11: A District level science seminar was held here at Changlang today, on the topic "CHANDRAYAN: PROMISES AND CONCERNS." The total number of 9 students from various school of Changlang district took part in the seminar. Kumar Taba Zirdo from VKV Jairampur stood at first position whereas Shri Renseng Langching of Government Higher Secondary School, Kharsang and Shri Hem Bahadur Chetry of Government Higher Secondary School, Bordumsa stood 2nd and 3rd respectively.
Changlang Deputy Commissioner Dr S B Deepak Kumar who graced the function as Chief guest call upon the teachers to help and give proper guidance to brilliant students with scientific attitude. He advised the students to work hard and be sincere to their studies for they are the future of nation. Dr Kumar while stressing discipline as part and parcel of the institution warned the students against the use of any kind of tobacco product in the school and promised to visit the schools for surprise checking. While giving his best wishes to the participants he advised them to concentrate on their presentation and language also with main subject.
Earlier DDSE Changlang Shri T Morang while welcoming all the dignitaries, teachers and students present in the seminar wished all the participants to come up with good performance. Changlang, July 17: 3rd Governing Body meeting of District Health Society, Changlang (AP) was held under the chairmanship of The Changlang Deputy Commissioner Dr S B Deepak Kumar, IAS. Mr. Kumar while welcoming the members urged them to utilize the RKS fund for optimum benefit of the general public. He appealed for timely completion of the activities undertaken under the fund.
The District Medical Officer Cum CEO (Governing Body) District Health Society, Changlang Dr Pramathesh De proposed to connect seven numbers of health institution under Rogi Kalyan Samiti Fund viz. CHC Bordumsa, CHC Jairampur, PHC Innao, PHC Kharsang, PHC Namtok, PHC Khimiyong, HSC Manmao with telephone for smooth functioning of Rogi Kalyan Samiti(RKS). The works of Repair & maintenance of Vehicle Provided from DOTC, NRHM, BADP & Other sources except department of H & FW will also be undertaken from the fund, he added. He further proposed for provision of Referral transport service to pregnant women and children below 5 years age during emergencies.
While presenting PIP proposals Dr De proposed that a dental doctor, a Homeopathic & Ayurvedic at CHC Jairampur, One Surgeon, One Gynecologist, One Pediatrician and One Anesthetist for operationalize of DH Changlang to First Referral Units (FRUs) at Changlang district hospital, Operationalize of 24 X 7 hours PHCs to provide 24 hours services at Nampong PHC and Kharsang PHCs, an Ayurvedic each at DH Changlang, PHC Diyun and CHC bordumsa subject to the approval from PIP.
Under AOP Dr De proposed for establishment of Sub-Centre in Rangfra Govt college campus, Blupather under Diyun PHC, Modoi under Innao PHC, New Jukhi under Mammao circle, Rangringkan under Changlang division and upgradation of Diyun PHC to CHC & Manmao health Sub-centre to PHC. He further informed that out of proposed recruitment of two doctors (Allopahtic) one has already been sanctioned and the recruitment will be done by the Society. District Financial Management Group (DFMG) will be formed in the District Programme Management Unit (DPMU) to handle the integrated finance, accounts and audit of all vertical programmes under NRHM at the district level) he further informed.
Dr Parthasarathy Dutta DRCHO-cum-Member Governing Body, District Health Society, Changlang presented NRHM activities and the Achievements during the year 2008-08. He also presented the civil works under process under National Rural health Mission.
Changlang, July 17: A meeting among the governing council of District vector borne disease Control society was held here at changlang today under the chairmanship of Deputy Commissioner, Changlang.
Deputy Commissioner cum Chairman, VBDCS, Changlang in his welcome speech urged the members to give utmost effort to control vector borne diseases as in some places of Changlang namely Diyun and Balinong the cases like Malaria is higher in last year’s comparison. He informed the house that Arthropods are the most important disease vectors. Arthropods may affect human health either directly by bites, stings, or infestation of tissues, or indirectly through disease transmission. Several genera of arthropods play a role in human disease, but mosquitoes are the most notable disease vectors, He added. He advised DMO, Changlang to intensify the preventive measures to combat malarial cases.
Changlang DMO Dr. Pramathesh De, while presenting the performance report of the Society informed that 20 Nos of MPWs at Changlang District Hospital, 52 nos & 54 Nos of Community Volunteers were trained at Bordumsa CHC and Jairampur CHC respectively in different trainings conducted in their respective areas in the year 2009-10.
While presenting the proposal of containment of Malaria in the coming year Dr De informed that MPWs, ASHAs and Laboratory Technicians will be re-trained and Bed nets will be impregnated which gives 6 to 8 months protection. The target for impregnation of community own bed is 78, 281, he added. He further proposed that timely application of DDT in adequate dosage, Coverage and quality during Malaria transmission season can be effective to prevent malaria-carrying mosquitoes to survive there by minimizing malaria transmission.
Changlang, July 15: In order to minimize the public grievances and make PDS distribution more transparent, the Changlang Deputy Commissioner Dr S B Deepak Kumar, IAS issued an order to all the concern administrative officers in the district to submit report on functioning of the FPS in their respective areas as per Form –‘A’ in compliance of Clause 8 of the PDS Control Order 2001. The order further directed to strictly avoid any kind of diversion by the agencies involved in collection and distribution of PDS items failing which, action would be taken as per Essential Commodities Act, 1955 and relevant Sections of Indian Penal Code.
The information on FPS wise Sub-allocation of food grains to be drawn from the wholesale nominees for the month of July 2009, containing statement showing Circle wise /FPS wise number of ration cards as on 30.06.2009 and Allocations under APL, BPL, AAY and ANN has been made available for public at a click of mouse in the district website www.changlang.nic.in/pds.html.
All the FPS under Changlang district has also been directed to display the same in their respective shops in public view.
This is a sincere effort of the District administration towards improving the lives of the rural population of the district. This will help provide the people all the facilities that had eluded them for so long.
Changlang, 13 July: In a view to ensure preparedness to the global threat of outbreak of Avian Influenza and apprehensions of human pandemic, a training programme on Capacity building and skill development against Avian Influenza virus was organized at circuit house here today. The one day motivation camp was attended by Dr. P.C Sarma, resource person from College of Vety. Science, Kanapara, Assam, Dr.P.De, DMO, B.K Bhuyan, Principal, RFGC, Vety. Officers and paravets of Changlang district and Officers from Directorate of A.H & Vety, Nirjuli and Public Leaders.
Dr.P.C Sarma dwelt on the action plan for pre-outbreak preparedness, steps to be taken in case of suspicion out break of Avian influenza, precautionary measures on out break of Swine flu etc. He informed that the 1st confirmed out break of HPAI was experienced in India in Jalgaon & Nadurbur district of Maharashtra on 18th Feb, 2006 and the 4th confirmed in the country was notice on 16th Feb.2008. He said, human may be affected when they come contact with infected birds, faeces, secretion & feather. Symptoms in poultry are ruffle feather, nasal secretion, cyanotic comb & wattle, odema & hemorrhages. Symptoms in human are fever, cough, nasal discharge, body aches, respiratory distress, he further informed. He called for full cooperation to visiting veterinary staffs to the farm or poultry owners and urged them to report immediately to the nearest Veterinary dispensary. We are lucky that no human transmission of Avian influenza was detected in the country till date and we are controlling the epidemic, he said.
Dr. P.De, DMO, Changlang informed that these Zonetic disease can be controlled from further spreading from human to human by adopting prevention and precautionary measures.
Speaking on the occasion, Shri B.K Bhuyan, Principal, RFGC stressed for controlled and hygienic rearing of poultry. He also advocate for regular check up animals, poultry product and human itself. He said, alertness & awareness about the disease may prevent further infection to the human being.
Happa Taidong, ASM, urged the DVO to organize such training programme at village level to give awareness about the disease. Public should also come forwarded to know the gravity of globally threaten disease, he empathically said.
Earlier, Dr. S.K Pujari, DVO, Changlang in his welcome address appreciated the resource person and visiting team from Itanagar for their valuable inputs for successful conduct of training programme.
In the day long programme, Dr. C.M Gao spoke on Bio-security and safe poultry practices in the farm and Dr.B.Biswakarma detailed on global scenario of Avian influenza and its action plan for pre-outbreak preparedness.
The team is visiting Khonsa and other parts of the state to organized awareness cum motivation camp to ensure surveillance with collaboration with other Govt. departments.
Changlang, July 11, 2009: As part of 60th Van Mahotsav celebration organized by Environment & Forest Department, the troops of 25 Assam Rifles under ‘DAH Division’ planted 2000 sapling in Changlang, Khimyong and Namtok.
Recently Changlang witnessed considerable damage to property due to flash floods and torrential rain. The reason for damage and soil erosion was unmindful felling of trees for construction purposes and fire wood.
According to Assam Rifles sources the aim of this tree plantation drive was to create awareness among the local people about danger of environment degradation and to inculcate a sense of forest preservation among the youths in the district.
The plantation drive was also aimed at conservation of greenery to avoid land slide caused due to ‘jhum cultivation’ and felling of tree and also to preserve the habitats of flora, fauna and wildlife of the district.

CHANGLANG, July 5: Dree, the main Agricultural festival of Apatanis, was celebrated at Changlang with traditional fervor and gaiety. Dree festival is celebrated all over Arunachal by Apatani community every year on 5th of July since 1967. It is celebrated to propitiate spirits and deities seeking for bumper cropping, welfare and prosperity of the people and livestock as a whole.

As per Mythology the word "Dree" is derived from the Apatani word "Diiri" which means borrowing, Purchasing and stocking of food items in anticipation of food scarcity. The Diiri Piilo(Month of borrowing, purchasing and stocking of food items) coincides july month of Gregorian calendar. So the "Dree" is celebrated in the month of July. Originally, it was a simple performance of some rituals by the forefather Abotani to invoke some Gods and Godess for Bumper Harvest and to control harmful insects and pests.
The festival brought back smiles among many people of Changlang attending the festival that were fighting tough to recover themselves out of the nightmare of the massive flash flood on 20th June last. This was the first festival celebrated at Changlang since it was hit by the flash flood. Presentation of a colourful and entertaining Apatani cultural programme & Games and sports and community feast to the guest and visitors were part of the celebration.
Highlight of the auspicious occasion was the 'Daminda' dance by one and all at the festival venue. In spite of rain every one actively took part in it and had an opportunity to have a glimpse into the cultural life of the Apatani community.
Later, the Chief Patron Shri Kime Aya, SP, Changlang and Chairman, DFC Shri Buru Laling gave away cash awards and certificates to the winners of the competitions organized to commemorate the festival, which was followed by a community feast.
Changlang, July 04 : Continuing their drive to uplift the standard of living of people of Changlang, on July 04, 2009, 25 Assam Rifles organized a free health check up camp for school children at Holy Rosary School, Laktong, Changlang. Total 108 children and 06 teaching staff were checked and accordingly advised for their medical problems. The main ailments of children were RTI, skin diseases, malnutrition and water borne diseases. The medical officer of 25 Assam Rifles also took a lecture on health and hygiene for teachers and parents. The doctor told them how to take precautions against skin diseases. He also educated them regarding importance of a balance diet, vitamin deficiency and methods for their prevention by locally available natural resources. He also explained the mode of spread of water borne diseases and some economical methods like sedimentation, boiling, chlorine tablets, filtering etc for their eradication.
The principal along with whole teaching staff and parents expressed their heartiest gratitude to Comdt, 25 ASSAM RIFLES and requested to organize such type of events periodically.
Changlang, July 01: The 2nd ZPM meeting of Changlang held on 30th June 2009 at circuit house, Miao.
Smti Junpo Jugli, Chairperson, Zilla Parisad, Changlang chaired the meeting. She called upon all the public leaders and officers present in the meeting to dedicate their service for development of the area.
Shri Kamlung Mossang, MLA, Miao attended the meeting as special invitee. While participating the meeting Shri Mossang asked upon the panchayat leaders and Govt Officers to work in co-ordinated effort so that all the developmental activities could be completed in time.
Shri L Borang, ADC-cum-Member Secretary, Zilla Parisad, while participating the meeting explained the difficulties in preparing budget of Zilla Parisad due to resource constraint. Budget can be prepared when the Zilla Parisad possesses sufficient asset like building, land, etc from where tax can be collected or when we have contributory grant-in-aid form center or the state government. He also explained the Notification issued by Panchayat Raj Department, Govt of Arunchal Pradesh on 22nd Oct 2008 on activity mapping devolving fund and functionaries on 29 subjects to PRI members. He urged upon all the District head of the Offices to comply with the notification and issue directions to their sub-ordinates or pre-functionaries to work in close co-ordination with the PRI members. PRI members should be involved in selection of beneficiaries, Identifying Schemes, Supervision and monitoring of the works taken up by various working departments. Salary of the Teachers, VLWs, HFAs etc should be released on receipt of their attendance certificate from member Secretary Anchal Samiti.
In the meeting various development activities taken up by the district was discussed at length.
Almost all ZPMs and Anchal Chairpersons participated in the meeting and proposed various new schemes to be taken up during the financial year.
All members expressed concern over delay in releasing the 2nd installment of TFC grant and opined that the remaining TFC grant should be directly credited to the bank account maintained jointly by Member Secretary and Chairpersons of the PRI.
Changlang, June 29: Ten days training programme for untrained teachers of Changlang District was inaugurated here at Changlang DIET, Library Hall. The SIE, principal K Yirang graced the occasion as Chief Guest.
The training programme which was organized by DIET, Changlang was attended by about 50 teachers from different schools of secondary and primary level. The objectives of the programme are to make the teachers aware of current methods of teaching and learning and apprise them of the activity based learning methodologies with special emphasis on MGML teaching learning practices. The teachers will also be equipped with the knowledge of Co-curricular activities in the school and provide hand on experience of computer operation in the training.
Shri Yirang urged the teachers to be attentive to attain maximum benefits from the training. Such training would help the teachers to be equipped with new skills and techniques which help to carry out the biggest responsibility entrusted upon them by the parents of children. One must utilize the training skills and techniques while nourishing the children so that we have better outcome, he added. While showing his concern over the same percentage of drop outs during the past few years he urged the teachers to be sincere to their duties to have a perfect society and nation.
Shri T Morang, DDSE, Changlang who chaired the programme asked the teachers to be sincere to their service. He mentioned that though the working days of education department including teachers is higher in Changlang in comparison to other district but when it comes to the result of the school children its just opposite. By terming the training as refresher course he urged the teachers to be up to date to impart education with better technique. Expressing his concern on the last years poor academic performance he called upon the teachers to work hard and be dedicated to give better result. He hoped such training would help the trainees in nurturing the children in best way.
Earlier, DIET principal, Changlang Shri S C Karmakar assured the house for imparting training to the teachers in best possible way.

Changlang, June 27, 2009: Shri C C Singpho, Minister Food & Civil Supplies and Health & Family Welfare inaugurated Diyun EAC headquarter amidst the mammoth gathering here today who graced the occasion as Chief Guest. Diyun circle which was shifted from Deban to Diyun in the year 1992 inhabited by eight tribes namely Singphos, Tangsas, Ahom, Deoris, Khamtis, etc. It has the total population of about 30,000 and is situated at about 150 Km from Changlang headquarter.

Chief Guest, Shri Singpho congratulated the people of Diyun for up-gradation of the CO headquarter to EAC headquarter which was long felt need of the people of the circle. He hoped that the up-gradation will add pace to the development of the circle. He urged the people to give full co-operation to the administration in maintaining peace and tranquility in the area. While emphasizing on the new developments to bring in the area he revealed that proposal is being placed before the government to connect Diyun with Bordumsa sub-Division through bridge construction over the mighty Noa-Dehing.
The Changlang Deputy Commissioner, Shri S B Deepak Kumar, who was Guest of Honour, appealed the gathering that emphasis should also be given in the field of education beside infrastructural development. Parents should give right guidance to their children before they get spoiled, he added. Citing the recent flash flood on 20th June last at Changlang headquarter, he urged the Public leaders, Panchayat Members, Gaon Burahs and all the people present in the occasion to work together to prevent and protect environment so that such incidence would not happen in future in the district. Forest should be protected not only for us and our children but it should be protected for generations to come, he added. He informed the gathering that the gradual change in climate is due to the continuous and large area of deforestation.
Circle Officer, Diyun Shri Dakto Riba, while recalling Chief Minister Shri Dorjee Khandu's maiden visit to Diyun on 18th August 2009 informed the gathering that the recently created Diyun C D block bifurcating from Bordumsa-Diyun C D block and upgradation of the CO headquarter to EAC headquarter is an out come of the two point memorandum submitted to the Chief Minister during that visit. CHANGLANG, June 25: Changlang Zilla Parishad meeting is scheduled to be held on June 30, 2009 at Miao. In the meeting various issues relating to developmental activities undertaken in the district will be discuss, ADC-cum-Member secretary Changlang Zilla Parishad Shri Liyon Borang informed. Speaking on the occasion, shri Rakesh Sahani advised the farmers to have basic scientific knowledge and skill before starting any new plantation. "We would be setting up a TBI camp in Itanagar soon where our field officers would be available for at least 15 days a month," he announced with applause to the tea growers. He also suggested for formation of self help group and assured for all possible assistance to the tea growers.
Earlier, welcoming the delegates, Shri T. Pertin said that it is important for the tea growers to come together and start a movement within themselves and make Arunachal Tea a distinct brand name in the whole world. Changlang could be a true "Land of tea" if people nourish it further, he stated.
Pertin informed that by setting up a Tea Board in the state would be a beginning of a new phase in the tea industry in Arunachal Pradesh. The Tea Board will give assistance to small tea growers up to Rs 5 Lakhs considering the necessity and feasibility he further informed.

According to the assessment team report an amount of Rs. 13, 58,160/- and Rs.8,29,100/- is required for immediate providing of chain link and construction of protection walls at various flash flood affected points is required to meet up personal lost / damaged by the sudden flash flood.
On the awful day the 25 Assam Rifles camp in Changlang also suffered damage from the stones and flowing debris of the flash flood and some of the barracks and property were damaged. Despite damage to their own camp two companies from 25 Assam Rifles came to the assistance of the local population. After immediate co-ordination with civil administration and surveying the damage in the town the troops came into action and provided immediate relief by assisting in recovery of damage/lost property and made flood embankments. These flood embankments made by troops channelized the water flow from overflowing streams thereby preventing further soil erosion and saving many houses and shops downstream.
According to 25 AR sources, Mr Setong Sena, hon’ble Speaker Arunachal Pradesh State Legislative Assembly accompanied by Mr Phossum Khimhun, MLA, Dr Deepak Kumar, IAS, Deputy Commissioner and Mr Kime Aya, SP Changlang visited 25 Assam Rifles Battalion Headquarters to convey their appreciation for the prompt assistance provided by 25 Assam Rifles.
In a report from PHED, stated that water supply to the Changlang Township is totally disrupted due to floods and landslides caused by heavy rains on 21 night. The main supply line of 150 mm diameter G.I pipes are broken at various places and distribution lines at main source are also damaged informed Shri Kamak Tayeng and T. Chada, JE, PHED on enquiry. However restoration work is going on and may take two weeks for normalcy to return JE informed.

While describing the seriousness of the situation, Shri Setong Sena informed that he had talk with the Hon’ble Chief Minister Shri Dorjee Khandu who is very kind enough to provide all the possible help to the people of Changlang. The Government is providing immediate relief to the flood affected person and long term solution will be taken up soon, he further informed. He cautions that no exaggerated report should be placed before the board and direct affected person should be given relief without involving third person. He urged upon the DC to monitor the whole situation and stress on resource mobilization to tackle the situation. He also suggested for mass social service in the township areas.
DC informed that a board will be constituted to assess the loss of property and relief will be granted to the specific flood affected person. He is also monitoring the restoration works carried out by the PWD and Urban development department.
T. Taiju, E.E PWD, informed that minimum of Rs.20, 00,000/- will be required for immediate restoration works. One Department Excavator and one private Excavator are working round the clock at massive landslides points. One UD Tipper and PWD Tipper Trucks also engaged for the works. Two more Excavators are coming from Jairampur to expedite the work in progress he said.
Earlier, at Assam Rifles camp, the visiting team had interacted with 25 AR commandants Col. H.B Gramophadaya and carried out joint inspection at district Transport Office. Shri N. Songthing, Station Superintendent informed that the normal bus service has come to a halt due the road blockage in the station entrance areas which has been wedged by mud and stone flowing in with flood water. They had also held discussion to carry out restoration works with coordinated efforts to bring normalcy in the town.
Meanwhile, a board comprising of four officers started damaged assess work to verify the actual individual property loss.
CHANGLANG, June 21: Last Saturday night due to a heavy torrential rain triggered massive flood water and devastated the entire Changlang township inundating all low lying catchment areas and washed away the houses and live stocks. The Changlang was cut off from the rest of the world. About 30 houses and shops in the entire townships were washed away, informed ADC L Borang. The transport office at Laktong and part of the Assam Rifle complex were severely affected. Many domesticated animals and poultry have been washed away. Thankfully, no loss of human life has been reported. The impact of the rain was so massive that it has changed the landscape of Changlang Township.

The flood devastated surface communications and drinking water supply. District Administration and Police personnel and Assam Rifle jawans are engaged in restoration works. But, it may take at least a week to restore the damages as the quantum of devastation is very high, said another source.
All the streams and rivulets continue to flow in high spate. The common people blamed the poor drainage system besides recent forest fires which they say has caused ecological imbalance.
CHANGLANG, May 19: Changlang Zilla Parishad Chairperson Smti Junpo Taikam Jugli called for committed effort in bringing development in rural areas of the district. Our approach should be overcome the difficulties we have faced in our respective village level, Block level, Circle level and to coordinates the developmental activities, she stressed while chairing the 47th Governing Body meeting of Changlang District Rural Development Agency (DRDA) here today. Citing problems faced by the PRI members regarding schemes and programmes, the chairperson urged upon the district heads of department to provide adequate information of different schemes and programmes. She also called for rectification BPL list to identify the right beneficiaries.

Stressing on transparency and accountability at every step of implementation of the all schemes and programme, DC called for proper selection of schemes to avoid duplicity and advocate for payment of Cash to the Beneficiary under IAY Scheme for construction of house.He also said that after through examination the draft Annual Action Plan (AAP) 2009-10 will be instigate for the approval.
Urging the Members to look for new innovative activities, CEO pointed, that strategic Market Study and tie up with other Governing body should be given priority for sustain economy in rural areas. He also informed that to discourage the Jhum cultivation a new system of rice cultivation will be introduce soon.
Presenting the Annual Achievement and Performance Report of 2008-2009, Project Director, T.Siga, Changlang DRDA informed that Under NREGA, 11717 household were registered and issued job cards while 2139 were provided 100 days employment. Under SGSY, 129 individual swarozgaris and five Self Help groups assisted with subsidy. 163 new beneficiaries were assisted under IAY (Boarder area) and 533 beneficiaries benefited under IAY (normal). Project Director further informed that the beneficiaries are selected as per the wait list prepared on the basis of 2002 BPL census. T.Siga also pointed that due to non receipt of sufficient fund from central Govt. which is attributed to the non release of state share in all programmes induces hardship for proper implementation of the various programmes under DRDA.
Appealing to the Governing Body to approve their proposals for Annual Action Plan (AAP) for 2009-10, all the six Block Development Officers of Community Development Blocks of Changlang, Miao, Nampong, Bordumsa-Diyun, Khimiyang and Manmao presented their draft AAP.
During the open house discussion, the members pointed at the problems and constrains under NREGA, IAY and discrepancies in selection of beneficiaries. The members, especially Zilla Parishad representatives, stressed on proper selection of schemes and sharing of information of implementation of selected schemes under their constituencies. The house unanimously agreed to work in close coordination to bring development in the district and to ensure proper implementation of poverty alleviation programmes.
CHANGLANG, May 16: Lok Sabha Election 2009 counting process was smoothly completed here today. The counting was started sharp at 8.am and completed at 1.30 P.M. The Changlang Deputy Commissioner, Dr. S.B Deepak express his thanks to all polling personnel, Micro Observers, Counting officers, Police Personnel and all other persons involved in the Election Process.

CHANGLANG, MAY 12: The Rajiv Gandhi University, flying Squad inspection team, Mr. David Pertin, Assist. Registrar (Exam) and Dr. T. Lungdin, Associate Professor, RGU inspected Rangfra Govt. College today.
The vigilance team was satisfied over the successful conduct of University Exam and apprised the Principal Mr. B.K Bhuyan, Exam Suptd. Mr. N.R Singh, Deputy Exam Suptd, Dr. Leki Sitang and college community and they reported that Students/Examinees were observed to be free & fair, no misconducts and unfair means were found during the inspection. However, they were surprised about the poor condition of infrastructures including residential barrack of Lecturers, Girls & Boys hostel and approach road.
While discussing the pros & cons of College, the Principal informed that shri P.Khimhun, MLA has taken initiative for construction of approach road (within Campus) and made sanction under Local MLAD fund. The restoration and construction works will likely to be begin within a month he added.
Changlang, May 11: Shri Michi Apa, Jail Superintendent, Itanagar along with S.P and ADC, Changlang inspected the on going works of construction of central Jail Building Changlang here today.
The team took strong exception to the on going construction works undertaken by the PWD as 60% of building are yet to be completed in spite of required fund already allocated. The team also directed the E.E (PWD) to complete the construction works by the month of November this year.
In an order no. CSDI/W-20/2009-10 issued by the PWD authority, five contactors was served show cause for delaying the construction work and directs them for early completion construction works.
Changlang, May 09: Out of frustration to the poor BSNL service in Changlang circle a mass dharna was conducted by business man, Public and other BSNL customers here at BSNL office, today.
When enquired about the problems by the agitator, shri Prabu Narayan Prabhakar, T.T.A informed that Battery back up for running the system has reduced to 5 minutes and whereas the normal back up should be 3 hrs. and the problem has already been informed to SDE (planning) on 17th last month. The Eastern Telecom Region (ETR) link has also failed due to poor battery backup he informed. All the problems were under the knowledge of SDOT Changlang who is out of station for last many days he further informed.
Mr. Prabakar and his staff were counter questioned by the gathering and found that due to negligence of generator operator, quick backup for the battery is not done when the normal light is out and there is also lack of coordination among the staffs which result to the meager service of BSNL in Changlang circle.
The annoyed agitating public has also demanded for exemption of mobile rent as there was no services for months together and demanded for closure of BSNL office in Changlang if they could not provide basic service to the people.

Changlang, May 05: Training Programme on Multigrade Multilevel (MGML) Methodology of teaching and Learning which address the basic needs of quality elementary education in the rural areas was inaugurated by the Deputy Commissioner, Dr.S.B Deepak Kumar here at District Library Office hall yesterday. The Programme which is the first in the entire north- east was attended by DDSE, Changlang, Shri T.Morang, Principal, SIE, Shri Kokyon Yirang, Teachers and resource person from DIET Changlang.
Speaking on the occasion as Chief Guest, Dr.Kumar said, let us discuss the solution, however there is lots of problems in education system in rural areas, we are committed to improve it. For the first time MGML Methodology of activity learning for developing a community based educational model has been introduced in Changlang district, he informed.
DC called for awareness to implement the MGML Methodology in entire primary School and urged upon the Participants and Public to give full cooperation in implementing the Programme. Contented with the enthusiasm of participants, DC said, Teacher should be a moral teacher and facilitator of learning for all round development of Student.
Earlier, DDSE, T.Morang, in his welcome address called for bigger participation in spreading MGML Methodology of School teaching & learning in entire district. He also urged upon the participants to take keen interest and punctuality in attaining the training to get the maximum benefit from the programme.
K.Yirang, Principal, SIE said, education system in Arunachal Pradesh has its own problems, we make our learning through parenthesis and the parent thesis are brought from indigenous languages, our teacher are poor mobilize and our student are shy & hesitate to speak foreign language like English etc. If this programme could implement effectively, this will curved the teaching method in new dimension and motivate our teacher to new outlook, he said.
S.Pradhan, Senior Lecturer DIET dwelt on the aims and objectives of the programme and informed MGML Methodology has been introduced by Rishi Valley Institute for Educational Resources (RiVER), Andhra Pradesh. MGML Methodology provides for scaling down of learning outputs of each class into meaningful sequence of concrete and manageable units which are called mile stone. Each unit consist of 5 types of activities:- Introducing, Practice, Evaluation Remedial and Enrichment. Work card supported by learning Aids have been design for Child serious involvement and every Child have to participate in each of the five activities. The entire course of a class is visually represented by a Learning Ladder to track their progress. Each class will have 4 such Ladders one each for languages, Mathematics and EVS which will cover the entire curriculum, Pradhan informed.
S.C Karmakar,Principal DIET, said that the initiative efforts made by the DC, Dr.S.B Deepak Kumar in bringing such special programme in the district for the first time in entire North- east will bring inspiration in education sector in the era of educational revolution. Changlang, April 17: The Polling team from interior areas under Changlang Circle and Polling materials from Bordumsa and Miao reached at receiving centre at DIET auditorium, Changlang here this evening. The EVM machine along with other polling materials was brought to Changlang under tight security. Consolidated 74% of voters' turnout was recorded in the entire Changlang district this Lok Sabha Election.

The Polling team from Viyonagar couldn't reached to the station because of bad weather, as the communication to this area is totally depending upon weather condition, if the bad weather continues than the polling teams have to foot march for 6 days to reach the station, said an Election Official.
"The peaceful and fair conduct of Lok Sabha election 2009 was a fantastic achievements by Dr. Deepak Kumar, Deputy Commissioner, Changlang and his team," said Shri J.S Walia, IFS, Election observe while interacting with Media Person. There were apprehensions of events connecting with disturbed Law and order, however, the district administration made the challenge ahead on and came through successfully, he said. While appreciating the district administration and Police forces, he said, the series of raids on surplus elements connected with Liquor trade a day before the polling was an major deterrent.
Ten Micro Observers were placed on Critical polling station and all of them did their duty with sincerity and the conduct of poll went off without any hatch, J.S Wallia informed.
As an Election Observer I could visit every nook and corner of the district which is suppose to be sustained and prompt to insurgence, but I found the people simple, innocent, well manner and I thoroughly enjoyed the conduct of observance designated to me, he empathetically said.
Dr. S.B Deepak Kumar, DC, Changlang was contented over the successful conduct of Polling and said, the team coordination and sincerity deserved for the conduct of whole peaceful and fair election in the district. The Security arrangement was carried out effectively and additional CRPF and IRBN force especially for election period was deployed in various sectors, he informed. The 25 Assam Rifles also compliment by carrying out intensify Security arrangement in the election period he said.
Shri L. Borang, ADC, Changlang, informed that Communication plan was quiet good in those polling station were mobile service and Police communication system was working. The hourly reports from sector Magistrate were consolidated and the report was sent to CEO Itanagar, he further informed.
Changlang, April 16: Lok Sabha Election 2009 passed off peacefully and no report of any untoward incident was reported from the entire district. Out of 177 polling stations and 54,414 voters in the district, the voters turnout was moderate.
The polling booths opened at 7 am and ended at 4 pm. The polling teams from nearby polling stations are arriving at receiving centre at DIET auditorium, Changlang this evening.
According to election office, Changlang, the average poll percentage of 68% was recorded in the district. The figure was tentative; it may go up a little because half the polling stations are located in the remote areas and we are yet to get the full details, "the official said."
There were complaints from one polling station that EVMs were not functioning, but the problem was rectified, "said official from Election office."
Changlang, April 16: Continuing its efforts to contain the selling of Liquor in the Lok Sabha election, yet another intensified checking operation was carry out in the township area here yesterday evening. The raid was conducted by the district administration along with police personal.
According to district administration the raid was also conducted to identify the suspicious movement of outsiders. A huge quantity of local made liquor was seized during the checking.
Changlang, April 15: Final Polling team left Changlang to their respective polling station to perform the Lok Sabha election duty on 16th. The vehicles along with the drivers will halt at their designated station till the return of polling parties.
According to the District election office, to keep normal Law and order situation in the district, sector Magistrate, Police forces, paramilitary forces and CRPF are performing their respective election duties.

Changlang, April 15: A surprise checking for illegal selling of Liquor in the Changlang township area was conducted by district administration here yesterday evening.
According to sources from district administration, a huge quantity of local made liquor was seized from Monday market area. The high alcohol concentrated local liquor was made from tapioca and boiled rice which is locally found in the market, sources added. The raid was conducted to contain selling of Liquor during the Lok Sabha Election, sources further added.
Changlang, April 14: The instructions have been received from the Election Commission of India that any kind of distribution of Cash and/or Liquor to the Voters is to be strictly prohibited under any circumstances. Moreover, the orders have already been issued regarding the ban of sale of Country Liquors in the district.
The Deputy Commissioner, Changlang district has instructed the Superintendent of Police, Changlang district to direct all Police and CRPF personnel posted at the Check Posts to strictly check the transport of any kind of Liquor in bulk quantity without proper licence and initiate appropriate action in this regards.
Changlang, April 14: The second polling teams comprising of eight teams each for Changlang south and north are leaving to their designated polling stations here today. The places under the Changlang North are Ngoitong, Nakang, Khanko, Watlom, Phusa, Motong, Changra and Sumlan.
In Changlang south, Ranglum, Songkhu havi, Jongji havi, Tonghung havi, Lungsam, Thanlom, Phinbiro-I and Phinbiro-II are the places which include long foot march. The Ranghill polling team which is one of farthest polling stations under Changlang south has already left Changlang yesterday.

Large numbers of Cultural troupes from different Tutsa villages of the district turn up in their best for the auspicious occasion. The male dancers with drums, swords, spears and headgear decorated with animal teeth and hornbill feathers, while the ladies in the bright and embroidered costumes, with silvery and beads performed ritualistic dances such as Changding, Pongtu, Onghe and Ronghon. While the cultural programme was in peak, the priests along with their assistants chanted prayers for the wellbeing of the mankind. In the pedestal called the "Cham", the preist lighted the first flame for the New Year by rubbing two cane sticks. A fowl was sacrificed during the flame ceremony and the dancers dance around the Cham with the beating of drum. Later the guest including Mr P. Kimhun, MLA, Local MLA, Mr. W. Pongte, district heads of department and public leaders participated in the dance.
The festival committee honour the guest with traditional Tutsa sword and jacket. They hosted a lunch for the guest, invitees and for the community with Tutsa delicacies and brew.
Changlang, April 09: In the presence of Shri J.S Walia, IFS, Election Observer, the Training Programme to Polling Personnel for ensuing Lok Sabha election 2009, was concluded here, today. The 3 days training programme was conducted in three phase at DIET Auditorium, Changlang.
Handling of EVM operating system and mock poll was conducted among the participants. An appointment order along with the movement orders was also distributed to all presiding and Polling officers.
Changlang, April 09: For the first time in five months Changlang witnessed a miracle on the night of 08/04/2009. The mobile phones in Changlang continued to ring even after 4 PM yesterday. BSNL has been providing exemplary telecommunication facilities to the people of Changlang from 11 AM to 3 PM daily for the first quarter of the year. It is to be noted that BSNL celebrates all National Festivals, Holidays, Saturdays and Sundays by blacking out the mobile connectivity in the district has been soaring leaps and bounds in the past months, which is evident from the uninterrupted services rendered for 3 to 4 hours every day by unmanned BSNL exchanges. This must certainly be a case study for all management and technical students in their field of office automation. Unemployed youth should try to get their jobs in BSNL which seems to be offering "FULL PAY NO WORK" in their establishment.
The miracle happened yesterday however was very short lived as the services blacked out completely in the wee hours of 09/04/2009. People were left wondering whether this is a new scheme of BSNL for providing mobile services for 3 hours in the night time only. The current schemes that are being implemented in the district are also very unique and are called "FULL RENTAL-PEOPLE ARE MENTAL", "NO SERVICE PAY THE SERVICE CHARGES" and so on.
The BSNL authorities have also been found to be the most eco-friendly citizens of the country. They have been saving paper to avoid deforestation in the Amazonian rain forests by not replying to any of the complaints by the general public.
In this age of speed of light technological advancement, the people are talking about 3G services, BSNL Changlang is not even able to provide simple and basic mobile service to the masses. Some people have already subscribed to GPRS service from the BSNL and are unable connect to the Internet even for a single time from their mobile even though the people are paying the service charges of Rs 200 monthly regularly.
Changlang, April 08: The Department of Arunachal Pradesh State Transport, Changlang district has surpassed the financial Target for two consecutive years.
According to sources from the APSTS, Miao, the department had earned revenue of Rs.94,34,601.00 against the fixed target of Rs.92,37,175.00 with 102% achievement by operating 91.65% bus kilometer in the year 2007-08.
The same trend has been maintained this year,2008-09, the revenue earned is Rs.1,13,89,604.00 against the fixed target of Rs.1,11,67,117.00 with achievement of 102% by operating 95.80% bus kilometer.
Headed by Shri T.Ruttum, Senior Station Superintendent based at APST, Miao had hailed the sincere efforts and co-operation from team of officials and operating staff has fetch this laudable achievement, the report added.
Changlang, April 08: For ensuing Lok Sabha election 2009 a Security meeting was held here yesterday. Dr. S.B Deepak Kumar, Deputy Commissioner, Shri Kime Aya, S.P Changlang, H.B Gramopadhya, Commandant 25 Assam Rifles, Officers from District administration and CRPF were present in the meeting.
Kime Aya, S.P. Changlang informed that additional Police Force have been arrived and there would be changes in Check gate management. He was also contented to inform the house about the successful conduct of last election process and security management.
H. B. Gramopadhya, Commandant, 25 Assam Rifle, informed that all the sensitive and hyper sensitive areas have already been earmarked and intensified coverage will be carried out to these areas.

Changlang, April 06: Micro Observers, selected from the central Govt. employees were impart Training for coming Lok Shaba election 2009.The training programme was conducted by District Election Officer, here today.
While explaining the duties and responsibilities of Micro observers, Dr. S.B Deepak Kumar, DEO, Changlang said that in case of any violation, the report should immediately communicate to the General Observer through mobile phone or sector Officer. He advocated for extra alert in all the sensitive Polling station of district and insists on pre-planning and thoroughness of Election Commissions guidelines. EVM operating system and its safety measures was also displayed to the Participants.
Speaking on function, Shri J.S Walia, IFS, Election observer urge upon the Micro Observers to obtain movement orders on time and reach to their designated polling station before the poll day. During the weeklong stayed at Changlang, J.S Walia, had visited Bordumsa, Jairampur, Miao to oversee the whole election process of the district.
Changlang, April 02: The two week long Free Eye checkup cum Cataract operation camp organized by District Blindness Control Society (DBCS), Changlang at Diyun and Miao was concluded at Miao yesterday. The camps were attended by Dr. Taba Khana, Eye Specialist, Mr D. Maity and Mrs S. Maity, Ophthalmic Asstt. District Hospital, Khonsa. The team examined 950 patients and performed modern cataract surgery of 85 cataract patients - 50 at Diyun-Innao and 35 at Miao.
Earlier, inaugurating the camp in presence of Dr. P. De, DMO, Changlang, PRI members and Public at Innao PHC, Mr. C.C Singpho, Hon'ble Minister, Health & Family Welfare called upon the public of the area to take maximum benefit from such camps, where specialized services are provided at doorstep. While highlighting the health scenario of the state, Singpho made special mention of problems of TB, HIV-AIDS and drug addiction and warned against the dreaded diseases. He also urged the people of the Changlang district to cooperate all the Government staffs in carrying out developmental activities and health care services in the remote areas in the district.
CHANGLANG, Mar 31 2009:
The ensuing Parliamentary election is a test for each of our uniformed personnel, said, Changlang SP Kime Aya, while addressing the meeting of the police officers and other security force stationed in the district today. While urging the officer in-charges of different police stations and other security force for preventive action, the SP directed the OCs to open a complaint monitoring register in each police station.
He requested the commanders of other security forces and the OCs of the Police Stations to be in touch at the ground level for operational coordination among the various security forces for successful conduct of the election, adding that the internal law and order in the polling station will be handled by police and forest officials and area domination will be shouldered by Assam Rifles, CRPF and Army. Stressing on proper demarcation of operational area for each unit of forces, the district police chief said that we have meticulous plan to avoid conflict, especially night patrolling. He also asked to activate all WT stations of the district and to issue Walkie Talkie and VHF sets for better communication. Taking part in the meeting, Col H.B. Gramopadhyay, Commanding Officer of 25 Assam Rifles suggested joint patrolling in some areas and positioning of personnel from Assam Rifles and CRPF along with police in the district control room and WT centers for better information sharing.
The meeting, which was attended by Shri Hage Deilang, SDPO, Miao, Police officers, Company Commanders of different CRPF companies and officer in-charges of police stations decided to organize joint patrolling, station personnel from AR and CRPF in the control room and identified areas. It also took up accommodation plan for outside force, vehicle requirement and discussed about the ground problems of the forces.
Changlang, March 30: First Phase Training Programme to the Polling Personnel for coming Lok Shaba election 2009, started here today. Shri J.S Walia, IFS, Election observer, Dr. S.B Deepak Kumar, DC, Shri L. Borang, ADC, Changlang and more than 400 Polling Personal were present in the Programme.
While speaking on the function Dr. S.B Deepak Kumar, DEO, Changlang called for co-operation from every section and urged upon the Participants to be more attentive in learning guidelines given by the Election Commission for free & fair election process. He also informed that due to lack of manpower in the district, Lady Polling Officers has been included in election duty for the first time. We have taken permission from the Election Commission for inclusion of Lady Polling officers, he further added.

Changlang, March 27: In an executive order, Dr S.B Deepak Kumar, Deputy Commissioner Changlang has issued an order to deposit all categories of fire Arms to their respective Police Station/ Administrative officer with immediate effect latest by 6th April 2009 . The Armed Force and Security personal of the district has been exempted from per view of the order. The order also reveal that Arms so deposited shall be released only after one week from the date of declaration of the parliamentary election result.
CHANGLANG, Feb 06: 'It is time for Parents to Shoulder the responsibility of their children's Education' said, Tapir Gao, hon'ble MP while attending Rangfra Vidiya Niketan School Building inauguration function here yesterday.
Speaking on the occasion, Gao, called for public awareness in Education sector, Health and other development activities of the district. While highlighting the developmental works done from MPLAD during his tenure he informed, for up gradation of St. Xavier School Nampong Rs. 5 Lakhs was sanction during 2005-06, Rs. 9 Lakhs for Community building at Nampong and Rs.5 Lakhs for Rangfra Vidya Niketan during 2006-07.He further informed that Rs 2 Lakhs has already been sanction for 2008-09 for infrastructure development of burial ground at Changlang township.
Emphasizing on medical emergencies, Gao informed that he has donated one Ambulance to Arunachal Medical Guide centre at Dibrugarh to help the poor people of state at the minimum cost.
Touching on State Govt. Employees grievances, he said the government should implement 6th Pay Commission immediately in toto. CBSE exams are on the head and closure of education institution is not a healthy symptom for the state he said. Government employees are the developmental agencies of the state and non implementations of 6th CPC in toto be depriving their rights, he further said.

Extending his Republic day greetings to all, DC informed that the Chief Minister, Shri Dorjee Khandu in his recent visit consented the up-gradation of CO (Hq), Khimyang to EAC Hq which will fulfill the demand and aspiration of the people of the area.
While the DC called for collective effort for all round development of the district as well as the state, he categorically exhorted the youths to strive hard for grabbing the employment opportunities.
On lauding successful conduct of Pangsau Winter Festival at Nampong recently, the DC hoped that such festival would certainly bring Changlang district in the tourist map. He urge upon the people of district to preserve its unique natural scenic beauty and important places of historical and tourist interest specially concentrating on eco-tourism.
DC while calling the development agencies to expedite the developmental activities, he emphasized for judicious utilization of the government funding.
The Deputy Commissioner, in his speech also highlighted on the achievements of government departments. On education sector, he informed that there is no school in the district which has remained defunct during the academic session. 6 community schools have been upgraded to primary school and 80 % of MDM Sheds have been constructed in different EGS/Primary and Middle school of the district. Under SSA Schemes 10 number of EGS centre will be upgraded to primary school from June 2009 in the district. 3 number of Residential school will be established in the existing Middle school. Two more residential girls school will be established at Nampong and Vijoynagar circle from June 2009. To reduce the drop out rate of student the district SSA Rajya Mission Changlang has opened 40 NRBC centers to enroll 652 students in the formal schools. Four Kasturba Gandhi Balika Vidyalaya are also running smoothly in the district with an enrollment of 300 girls from Class III to VIII.
Dwelling on centrally sponsored schemes, Kumar said, under National Rural Employment Act, 4981 number of rural house holds has been provided employment in the district. He added, Under SGSY the annual target is 104 for individuals and 13 nos for self help groups.32 nos. of individuals have already been assisted by giving subsidy grants. Under Indra Awas yojna 325 new houses have been constructed and 27 houses upgraded. Under PMGSY 10 no. of roads has been taken up by RWD and another new 6 road will be taken up soon. Under total sanitation campaign, 3 units of sanitary complex, 81 units of Anganwadi Toilets, 384 units of school sanitation and 1173 units IHHL have been achieved Public Health department.
Under MLALAD schemes 17 No. of Schemes have been sanctioned and implemented in the year 2008-09 against fund allotment of Rs.2.10 crores, he further informed.
DC also informed that, the district consumers Forum building has been completed and with this consumer grievances will be redressed in short time.
Touching on workers grievances, he informed that, the introduction of Building & Other Construction Workers Act under Labour Department, Workers will get medical advances, marriage advances, death compensation, pension benefits, etc. He called upon all the workers to get them registered in the workers board to avail the benefits.
Moving on to the employment initiatives and opportunities under department of Industry, Textiles and Handicrafts, DC informed that one new Prime Ministers Employment Generation programme has been implemented in the district which provide financial assistance to set up self venture for local entrepreneurs.
Cautioning the young generation drifting towards social menaces like drug and opium addiction, Deepak Kumar appealed to the youth of the district to channelize their energy in right direction. He also congratulates the candidates who have come through in recent APCS exam to serve the state with sincerity and dedication.
Deputy Commissioner expressed his thankfulness to the people of Bubang Village for their cooperation and bold steps towards discouraging opium cultivation.
Deepak Kumar extended his sincere gratitude to Gaon Buras, Public Leaders, 25 Assam Rifle, CRPF 36 Co., state Police, Govt. Officers and said, it was due to their excellent work and cooperation to the civil administration, peace and development is there in the district.

Greeting the people on the occasion, the Governor expressed satisfaction on the successful organization of the Pangsau Pass Winter Festival at Nampong. He said that the region’s tremendous potentials need to be adequately highlighted in order to promote the desired objective of achieving peace and prosperity for the people. He called for uniting against nefarious tendencies among certain elements in the society and appealed all to work for peace and all round development. “There can not be any peace and development when there is terrorism. All of us must, therefore, resolve to achieve peace and unity”, Gen (Rtd) Singh said.
Arunachal Pradesh is currently undergoing a great phase of change with implantation of numerous development projects such as hydro-power projects, the trans Arunachal Highway, and airports among others, he said. Appealing the people to join hands for achieving the goal of peace and progress, he urged them to make “Team Arunachal” by giving up narrow and divisive tendencies.
The Governor also said that while adopting the new changes in our time, we should also not forget our roots. “Modernity doesn’t imply that we should give up our cultural heritage. Rather we should strengthen them”, he said.

Festival committee chairman Aboo Kimsing while welcoming the dignitaries and public on the occasion said that the festival aims at promoting the rich cultural and tourism potentials of the region while Speaker Setong Sena expressed hope that through organization of the Pangsaw Pass Festival the existing isolation syndrome among the people would be eradicated and they would be integrated to the mainstream.
Tourism Secretary Bandana Deori expressed satisfaction on behalf of the Tourism department for creating a common platform for meeting of different people through the festival. MLA Kipa Babu appreciated the successful organization of the festival.
Over 30 cultural troupes including Myanmarese team presented colorful traditional folk dances on the occasion. Another highlight of the event was release of festival souvenir “Poi” by the Governor, and “Tangsas, the Children of Masui Singraphum”, an ethnology on the Tangsa community, by H. K. Morang. Shri Kipa Babu released its Assamese version “Tangsar Aina.”

Over 500 Burmese traders from across the border also thronged the festival ground selling their various consumer and household items which attracted both locals and visitors from various places including a few foreigners.
The three-day mega event offers various attractions to visitors with sight seeing, joy ride to Pangsau Pass, display of different traditional games and sports, fashion shows, introduction to traditional food festival, various cultural shows, among others.
The Changlang District administration has made a temporary provision for issue of Inner Line Permit for outside visitors at Jairampur Check gate to enable them to get instant entry permit during the festival time with a purpose of promoting the event.
Changlang January 17, 2009: Thanks to Bubang Village Welfare Committee in Changlang, anti-opium movement reached the remote village. Dr. SB Deepak Kumar, IAS, DC and Sri Kime Aya, SP, Changlang along with entire Heads of Departments in Changlang visited Bubang village today. All the heads of department spoke on the occasion. The Deputy Commissioner, while appreciating the steps taken by the villagers for destruction of poppy plants in the area stated that opium addicts not only destroys himself but also destroys his family members and relatives. Instead of cultivating poppy the villagers should go for cultivation of tea, cardamom, orange and vegetables etc. he said, He assured all possible help for the development of the village and advised the beneficiaries to form a self-helf group to ensure that the schemes are properly and practically implemented. He stressed on improvement of health, education and sanitation in the villages. Sri John Jugli, ZPM also appreciated the initiative taken against drug & opium. While delivering vote of thanks the GB of Bubang-II village boldly stated that we will defeat the opium habit. Later in the afternoon, the DC and SP accompanied by BDO, Khimyong and Dr. D. Techai, of Veterinary department and others visited the spot where poppy plants were voluntarily destroyed by the villagers in the hill top recently.
Changlang, Jan 16: The sporadic flowering of bamboos have occurred to certain species of bamboo grown in Changlang district. It has been observed that Wara (Dendrocalamus giganteus) species of bamboo are flowering in few isolated places at about 5 kms from the headquarter, Changlang. But the onset of flowering has not affected some bamboo clumps of same species at the adjoining site.

As per Shri C Simai, DFO, Changlang the other species of bamboo called Bambusa Tulda(Jati Bamboo) and Dendrocalamus hamiltonii are not hit by the cyclic flowering. The Director, SFRI-cum-Mission Director, National Bamboo Mission, Chimpu, Itanagar has been informed about the case and requested to carry out further scientific investigation, added Mr Simai.
Changlang, Jan 8: The Villagers of Bubang - I & II of Changlang District led by Village Welfare Committee headed by Dr D Techai (VO), Shri Kondang Kanglim, GB, Bubang - I and Shri Jonglim Tangha, GB, Bubang - II voluntarily destroyed the standing crops of opium in their village and surrounding area.
The villagers formed two action group among themselves and in a single day of strenuous labour destroyed opium crops standing in more than 8.4 hectares at the mountainous terrain.
Earlier, meetings were convened in the village by the village welfare committee, Bubang and decisions were made to destroy all standing crops of opium as it was leading to the destruction of their society and the younger generation. This has set a remarkable example for all other villagers in the district.
Changlang Jan 7: Road Safety Week observed in a befitting manner in Changlang. In a function organized in BSB Auditorium today Dr. SB Deepak Kumar, DC and Mr. Kime Aya, SP, Changlang took part with enthusiastic gathering of about 1000 people mostly students, youths, Government officials and school teachers. In the introduction speech the SP Changlang stated that incident of road accidents in the district is increasing every year. During 2007 & 2008 total 22 cases were registered in the district, of which 7 are fatal and 7 persons lost their lives. While we have certain rights to use the public roads we also have obligations to follow traffic rules. Accidents occur because of our negligence in educating the road users particularly the children, he said.
The Deputy Commissioner with a Power Point Presentation held an enthusiastic interactive session with the gathering. While interacting with the audience, he explained basic road safety rules and symbols in the form of question-answer on the spot and rewarded those giving the right answer to his questions.
Mr. MC Roy, SDO (TPT) also explained basic road symbols while thanking the house for patient hearing. Among others, Mr. T. Morang, DDSE, Principal HS School were present on the occasion.

The entourage halted at the World War-II Cemetery where Singh laid the foundation stone for renovating the Cemetery at the cost of Rs. 3.49 crores as well the proposed Helipad at Nampong-Pangsau Pass Road under the CRF scheme and the multi-purpose Administration cum Security post Building at Wintong.
Singh in his address said that Wintong has a very close affinity with the WW-II because this place was a very important transit point of the Allied Forced during the war and the historical significances of this landlocked cluster will boast the tourism prospect in the global map. He also appealed to the villagers to protect the pristine environment as well the culture and traditions. He also assured to open up the border trade as it will help the region to grow and develop.
He applauded the efforts of Sena for initiating roads in such remote areas and added that this remote road is the first sign of development. He also advised the youths to join the main stream of developments and contribute in nation building.
The tourism section in this part has immense potentiality and every measure will be taken to convert it into resource generating process, said Singh. He said further that the community has to concentrate on education so that it becomes easier for them to attribute in nation building.
Sena in his speech thanked the Governor for visiting such an interior place because such high profile visits will highlight the remote places and also encourage the villages to connect into the mainstream of development. He appends that the laid foundation stone is not only a sign of new building but it’s also a foundation of new hope. He also thanked the chief Minister Dorjee Khandu for his support in connecting the all villages through roads.
During the construction of the famous Stilwell Road (Ledo Road) and fighting against the Japanese forces, numbers of allied soldiers were died due to diseases, natural clamities, enemy fires and other causes. The Patkai range of Indo-Burma border and Shindbwiyang range in north Burma were one of the most difficult terrains in the World where the road construction was carried out by the allied forces led by General Joseph W. Stilwell while fighting against the Japanese forces who had taken over the whole Burma in their hand in the early 1942. Perhaps, this cemetery might have used for disposal of dead soldiers from sites of war front and casualties out of the Stilwell Road(Ledo Road) construction in the China-Burma-India (CBI) theatre of military operation against the Japanese forces in the World War II.
